A fresh analysis of policy convergences across nations, which identifies their key driving forces. To what extent and in which direction can we empirically observe a convergence of national policies? In which areas and for which patterns of policy is convergence more or less pronounced? This text addresses these central questions with clarity and rigour. With growing economic and institutional interlinkages between nation states, it is often assumed that there is an overall trend towards increasingly similar policies across countries. Comparative research on the domestic impact of globalization and European integration, however, reveals that policy convergence can hardly be considered as a dominant and uniform tendency which can be taken for granted. Although a number of factors have been suggested in order to account for the rather mixed empirical picture, we still have limited knowledge about the causes and conditions of cross-national policy convergence. In particular, the central mechanisms and conditions affecting both degree and level of cross-national policy convergence are yet not well understood. This book will be of great interest to all students and scholars of the European Union, European politics, and international relations. This book examines the coordination of renewable energy policies in the European Union using an innovative theoretical approach to explain national policy making. David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. The process of European integration is marked both by continued deepening and widening, and by growing evidence of domestic disquiet and dissent. Against this background, this volume examines three key themes: the challenge to the power of member states - as subjects of European integration - to determine the course of the integrationist project and to shape European public policies; the increasing constraints in the domestic political arena experienced by member states as objects of European integration; and the contestation over both the 'constitutive politics of the EU' and specific policy choices. These three themes - power, constraint and contestation - and their interdependence are explored with specific reference to contemporary Germany. The main findings call for a revision of the 'conventional wisdom' about Germany's Europeanization experience. First, while Germany continues to engage intensively in all aspects of the integration process, its power to 'upload' - 'hard' and 'soft', 'deliberate' or 'unintentional', 'institutional' or 'ideational' - appears in decline. Germany's capacity to 'shape its regional milieu' is challenged by both changes in the integration process and the ever more apparent weaknesses of the 'German model'. The traditional regional core milieu is shrinking in size and importance in an enlarging Europe, and Germany's milieu-shaping power is being challenged. Second, the coincidence of enabling and constraining effects is being progressively replaced by a discourse that notes unwelcome constrictions associated with EU membership. The book's findings suggest that key political institutions and processes in the Federal Republic have not co-evolved with the integration process, but lead an, at times, uncomfortable co-existence. Third, domestic contestation over both everyday EU policy and the constitutional politics of integration seems set to increase. There are, as yet, no indications that these domestic conflicts will reach an intensity comparable to that of the 1950s. However, both the 'permissive' mass consensus and, perhaps more importantly, élite consensus are being tested to their limits. This volume is essential reading for students of comparative European politics and German studies.

How have regionalization processes across Europe impacted on policy convergence? This book takes as its starting point the curious fact that autonomous regional policymaking may be parallel to regional governments pursuing policy similarity. The author proposes that these observations are paradoxical only if sector-specific policy norms are disregarded and when autonomy is considered as the exclusive goal of regional governments. Focusing on common yet under-studied regional situations where a sense of cultural or historical distinctiveness is not readily apparent, if at all, the book argues that in policy sectors where norms of territorial equality have long been dominant, regional governments endorse them as a way to secure or expand their policy capacity when the central state or other policy entrepreneurs challenge it. This results in converging policies. A textured comparative account of educational policymaking in German Länder and French conseils régionaux over three decades forms the backbone of this analysis of policymaking in ordinary regions.
