This book comprises the contributions of the African Association of Remote Sensing of the Environment (AARSE) international conference which is conducted biennially across Africa, alternately with the AfricaGIS conference. It is the premier forum in Africa for research on remote sensing technologies and geospatial information science, gathering leading scholars from the remote sensing and related communities. The 13th AARSE International Conference was held on October 24-28, 2022 in Kigali, Rwanda, to focus on Earth observations and geospatial science to achieve the Sustainable Development Goals. The five-day event themed “Space and Geospatial Technologies for the Africa We Want” was organized by the African Association of Remote Sensing of the Environment (AARSE) and the Institut d’Enseignement Supérieur de Ruhengeri (Ines-Ruhengeri) in partnership with Rwanda Space Agency and Space in Africa. Furthermore, the conference was sponsored by GMES and Africa, the Regional Centre For Mapping Of Resources For Development (RCMRD), Airbus, European Space Agency (ESA), Digital Earth Africa, and INES-Ruhengeri and Rwanda Space Agency. The 13th Conference continues a long series of successful AARSE conferences which started in 1996, in Harare (Zimbabwe), and has been held in Abidjan (Cote D'Ivoire) in 1998, Cape Town (South Africa) in 2000, Abuja (Nigeria) in 2002, Nairobi (Kenya) in 2004, Cairo (Egypt) in 2006, Accra (Ghana) in 2008, Addis Abeba (Ethiopia) in 2010, El Jadida (Morocco) in 2012, Johannesburg (South Africa) in 2014, Kampala (Ouganda) in 2016, and in Alexandria (Egypt) in 2018. The book is mainly addressed to practitioners and experts from academia, politics, and industry.

In 2014 the African Union adopted a 10-year Science, Technology and Innovation Strategy for Africa (STISA-2024). The strategy provides a flexible framework for adopting flagship programs that involve a number of countries based on their needs, capabilities and long-term development objectives. Some areas of technological endeavor, however, represent foundations upon which economic activities are constructed. One of those areas is building geospatial data infrastructure. This can be achieved through a variety of data-collecting measures ranging from large satellites to unmanned aerial vehicles. The opportunity to use remote sensing technology for development has never been greater. There are over 100 remote sensing satellites currently in orbit, with over half designed to gather imagery that could be used for development. The industry is also growing: the OECD estimates that over 250 satellites will be launched during this decade alone, compared to half that amount during the last decade. Recent innovations around satellite technologies have also driven down costs and made it viable for low-income countries to develop cost-effective satellite programs. This paper examines small satellite programs as windows of opportunity for countries to achieve their development goals. First, it locates the potential socioeconomic benefits of satellites in low-income countries. Next, it explores the recent history of, and lessons learned by, South Africa, Brazil, and South Korea. While tens of other countries have developed satellite programs, these case studies offer insights into how and why countries have created successful programs. Next, this chapter examines the latest technologies and focuses on emerging opportunities for current and future space programs. Lastly, it develops concrete options and a clear strategy for policymakers in emerging markets to consider when designing future programs.

"Africa is blessed with vast natural and human resources. However, Africa's socio-economic development remains limited due to various lingering challenges such as agriculture: food scarcity and food security, disaster management, climate change, and insecurity. Thus, this research examines legal considerations for African states to harness space technologies in propelling Africa's socio-economic development, focusing on the domestic legal framework for implementing international programs and commitments in these selected African States - Nigeria, South Africa, and Ethiopia. This research is divided into two aspects - Technical and Legal. The technical aspect lays the background for this research, evaluates how space technologies can solve Africa's socio-economic development challenges, and assesses international programs supporting Africa in leveraging space technologies for Africa's benefit. The assessment of these international programs aims to identify if these programs have indeed helped Africa. If yes, how can they be expanded, and if not, what should be done? The second part of this research examines legal considerations - laws and policies. This section analyzes the domestic space laws and policies of the selected African States in supporting space programs in their region, propelling private space participation, and implementing their international space obligations. Also, this research compares the domestic space framework in India and Indonesia with that of the African States assessed in this work and further analyzes the space policies of the United States of America and Canada to determine any lesson(s) for Africa.
