The rule is required by Chapter Florida Statutes, enacted by the State Legislature, June, 1974. The Department Rule is the State Resource Recovery and Management Program. It contains guidelines for, and responsibilities of, local governments to implement their own local resource recovery and management programs. Such programs are to provide for the orderly storage, collection, transportation, separation, processing, recovery, recycling, and disposal of solid waste.
