In the decades before the American Civil War various political, social, and religious groups agitated for reforms in American society that would be in keeping with its professed democratic and national principles. One such organization was the American Seaman’s Friend Society, which lobbied for improvements in the enlistment, discipline, and treatment of sailors in the Merchant Marine and the Navy. Their causes were embraced by some naval officers, members of Congress, and a few Secretaries of the Navy. This history explores the circumstances and people in and out of the Navy who eventually convinced Congress to enact reforms to improve the conditions of service of naval enlisted men and to lay the foundation for a career enlisted force.

Gen. Henry Lockwood. Lockwood sailed aboard the U.S. Navy frigate United States, participating in Commodore Thomas Catesby Jones’s seizure of Monterey from Mexico and figuring importantly in shipmate Herman Melville’s novel White-Jacket. Later he was a co-builder of the U.S. Naval Academy at Annapolis. During the Civil War Lockwood pacified the slavery-bound Delmarva peninsula, and commanded a brigade at Gettysburg, the Maryland Heights at Harper’s Ferry, the Middle Department/8th Corps, and a division at Cold Harbor. All these accomplishments occurred in the face of Lockwood’s tendency to stutter which afflicted him throughout his life. This book also takes note of family members such as his son Lieut. James Lockwood, who died of starvation during the Greely polar expedition after having reached the furthest point north of any human; brother Navy Surgeon John Lockwood, whose essays in conjunction with Melville’s White-Jacket were major factors in outlawing punitive flogging in the Navy; and son-in-law Adam Charles Sigsbee, who was in command of the USS Maine when it blew up in Havana Harbor. Several pivotal events in Lockwood’s life have unjustly led to his historical neglect. Here Matthews finally gives Lockwood his due.

Historians have given a great deal of attention to the lives and experiences of Civil War soldiers, but surprisingly little is known about navy sailors who participated in the conflict. Michael J. Bennett remedies the longstanding neglect of Civil War seamen in this comprehensive assessment of the experience of common Union sailors from 1861 to 1865. This study explores the British and American attempts to suppress both piracy and slavery in the equatorial Atlantic in the period 1816 to 1865. It aims to demonstrate the pivotal role of naval policy in defining the Anglo-American relationship. It defines the equatorial Atlantic as the region encompassing the coastal zones of the Gulf of Mexico, Central America, Northern Brazil, and the African coast from Cape Verde to the south of the Congo River. It explores the use of sea power by both nations in pursuit of their goals, and the Anglo-American naval relations during this relatively co-operative period. At its core, it argues that naval activities result from national interests - in this instance protecting commerce and furthering economic objectives, a source of tension between America and Britain during the period. It confirms that the two nations were neither allies nor enemies during the period, yet learnt to co-exist non-violently through their strategic use of sea power during peacetime. The study consists of an introductory chapter, eight chapters of analysis, and a select bibliography.
