One of the most intriguing questions since the time of Plato concerns what defines skillful performance in terms of specific capabilities, knowledge, competence, and expertise. As Frederick Taylor famously noted, an answer to that question would enable us to know what to focus on and what to do to improve the performance of individuals, groups, and organizations. The Skillful Self: Liberalism, Culture, and the Politics of Skill presents a political liberal theory of cultural participation and the goals of cultural policy in contemporary pluralistic democracies. The ideal of cultural participation, which many regard as central to the self-conception of modern constitutional democracies, is often subject to the distorting influences of state perfectionism, paternalism, consumerism, and ideology. These distortions and the problems they raise are intensified by the forces of social, cultural, and economic globalization. Using the tools of contemporary liberal theory,The Skillful Self develops an approach to the politics of culture that focuses on the concept of skill and its place in a liberal conception of the self. Support for this approach is derived from the work of Nussbaum and Sen, who make a conception of human capability basic to their views of public policy and the design of political institutions. But the politics of skill modifies the capability approach by characterizing the central human functional capabilities as functions of the skillful self. The final chapters of the book describe the competences of the skillful self, elaborating a new typology of skills and explaining why basic institutions are obliged to promote them. To make the role of skill in the central capabilities explicit in this way is not to invoke the perfectionist ideal of a culture of skill, but rather to focus on the structural role of skill in a nonperfectionist conception of truly human functioning, and on the social conditions of individual capability viewed as a function of skill.

Over the past five years, business and education groups have issued a series of reports indicating that the skill demands of work are rising, due to rapid technological change and increasing global competition. Researchers have begun to study changing workplace skill demands. Some economists have found that technological change is "skill-biased," increasing demand for highly skilled workers and contributing to the growing gap in wages between college-educated workers and those with less education. However, other studies of workplace skill demands have reached different conclusions. These differences result partly from differences in disciplinary perspective, research methods, and datasets. The findings of all of these strands of research on changing skill demands are limited by available methods and data sources. Because case study research focuses on individual work sites or occupations, its results may not be representative of larger industry or national trends. At a more basic level, there is some disagreement in the literature about how to define "skill". In part because of such disagreements, researchers have used a variety of measures of skill, making it difficult to compare findings from different studies or to accumulate knowledge of skill trends over time. In the context of this increasing discussion, the National Research Council held a workshop to explore the available research evidence related to two important guiding questions: What are the strengths and weaknesses of different research methods and data sources for providing insights about current and future changes in skill demands? What support does the available evidence (given the strengths and weaknesses of the methods and data sources) provide for the proposition that the skills required for the 21st century workplace will be meaningfully different from earlier eras and will require corresponding changes in educational preparation?
