Theories of descriptive representation among female legislators consistently document the ways in which women are marginalized in office. However, they tend to treat identity as constant over time and context and so fail to account for the substantive work of legislators. Sisters in the Statehouse looks at the situation from a different angle, taking an in-depth look at African American female state legislators to examine the impact of race and gender on Black women's political experiences, policy preferences, and legislative influence. Brown links personal narratives to the political behavior of her interview subjects to understand how their experiences with racism and sexism have influenced their legislative decision-making and policy preferences. As such, this is the first study that empirically examines how difference is recognized and put into practice among Black women legislators. Brown demonstrates that identity influences political decision making in ways that distinguish the work of Black women from that of other state legislators. Broadening the Contours in the Study of Black Politics, volume 17 of the National Political Science Review (NPSR), is divided thematically into two books, available separately or as a set. The first concentrates on the institutional aspects of Black politics. The second book addresses various dimensions of social capital that constitute the fundamental building blocks of Black politics. Each contains peer-reviewed articles, a symposium section, and book reviews, as well as other featured sections. Together, these books build on the previous NPSR volume, Black Women in Politics. The symposium in Volume 17:1 examines the struggle of Black women, both in the political science discipline and in getting their work published. In the symposium section of Volume 17:2, members of the National Conference of Black Political Scientists carry on a revealing conversation about the dilemmas of professional life for Black women in political science. The set also contains a section called “Trends,“ which offers data to use as starting points for discussions in teaching, on professional panels, or in the mass media, regarding the new versions of the Voting Rights Act after the Shelby County v. The Right of Instruction and Representation in American Legislatures, 1778 to 1900 provides a comprehensive analysis of the role constituent instructions played in American politics for more than a hundred years after its founding. Constituent instructions were more widely issued than previously thought, and members of state legislatures and Congress were more likely to obey them than political scientists and historians have assumed. Peverill Squire expands our understanding of constituent instructions beyond a handful of high-profile cases, through analyses of two unique data sets: one examining more than 5,000 actionable communications (instructions and requests) sent to state legislators by constituents through town meetings, mass meetings, and local representative bodies; the other examines more than 6,600 actionable communications directed by state legislatures to their state’s congressional delegations. He draws the data, examples, and quotes almost entirely from original sources, including government documents such as legislative journals, session laws, town and county records, and newspaper stories, as well as diaries, memoirs, and other contemporary sources. Squire also includes instructions to and from Confederate state legislatures in both data sets. In every respect, the Confederate state legislatures mirrored the legislatures that preceded and followed them.

Me Too Political Science explores the multiple manifestations and implications of gendered biases in Political Science by "connecting the dots" between the sexual harassment described in the recent report on 2017 American Political Science Association's Survey on Sexual Harassment at Annual Meetings and other problematic issues. Started by Tarana Burke in 2007 to stand with young women of color who survived sexual assault, the MeToo campaign was intended to let women know that they were not alone. In turn, the Women's Caucus for Political Science used #MeTooPoliSci to bring awareness to sexual harassment, assault and misconduct in the discipline. The essays in this book and the authors' scholarly activism, harnessed a collective power to dispel the shame, embarrassment and secrecy that surrounds these issues. They focus in particular on bullying, entitled and toxic forms of masculinity; systematic discounting of and dismissiveness and derision toward work on gender and sexuality; biases and inequities associated with hiring, teaching evaluations, service loads, and tenure and promotion; and related and often intersecting forms of harassment but not only those related to race and sexuality. The essays in this volume stem for the 2018 pre-conference held by the Women's Caucus for Political Science at the American Political Science Association's annual meeting. Me Too Political Science is of great importance not only to scholars interested in Gender and Women's Studies, but all those working in the Political Science discipline - and even beyond, to academia as a whole. The chapters were originally published as a special issue of the Journal of Women, Politics and Policy.
