Under the theoretical frameworks of agenda-setting and authoritarian environmentalism , this dissertation examined traditional and social media agendas on the air pollution issue in China from 2011 to 2015. It adopted Granger's causality analysis to test the causal relationships among four traditional media outlets (N = 1,147), six types of actors on the Chinese social media platform called Weibo (N = 4,045), and between agendas of traditional media outlets and social media actors. The results showed most of news stories were framed under "publicity and government trust" frame between 2011 and 2012, and under "war on pollution" and "science" frames after 2013. Government officials, environmental scientists and researchers dominated media sources. The state-owned media, People's Daily, set the agenda for other local and commercial media outlets. Agendas on social media were fragmented with media setting the agenda for NGOs and verified individual's accounts. Agenda-setting effects existed only between traditional media and media's Weibo accounts, and between traditional media and verified individuals' Weibo accounts. The agendas of ordinary people on Weibo were independent of the agendas other social media actors and of traditional media. The opinion leaders on Weibo were mostly business leaders and celebrities. This dissertation is the first study to provide a holistic view and clear trajectory of agendas on air pollution over five years. It explained authoritarian environmentalism from a media perspective and contributed to agenda-setting theory by capturing the fragmented nature of the social media agenda. Methodologically, this dissertation advanced existing study by applying a computer-assisted social media data collection method and conducting a more rigorous causality analysis called Granger's causality.

This symposium was jointly organized by the United States Environmental Protection Agency and The Netherlands Ministry of Housing, Spatial Planning and the Environment. Clean air is a basic condition for health. Air pollution aggravates respiratory problems, leading to increased sickness absenteeism, increased use of health care services and even premature mortality. Air pollution is under intensive discussion in the United States and Europe. In The Netherlands, a wide range of policy instruments have been formulated which have reduced air pollution. For example; since 1975, sulphur dioxide and lead emissions have been reduced. However, emission reduction figures for many other substances are more modest. Many air pollution problems persist because progress in countering these problems is nullified by growth in the economy and traffic. Another important target is the prevention of climate change. The international community is agreed that the increasing concentration of greenhouse gases in the atmosphere has led to a gradual increase in the earth's temperature. In terms of the environmental consequences and social implications, the greenhouse problem surpasses all other air quality problems. Across Europe, strategies are being developed to reduce acidification and photochemical air pollution. An air emission ceiling for each country in the European Union is being agreed. In the area of climate change, there is good co-operation between the United States, The Netherlands and other EU Members States in the ongoing global negotiations. This is the start of a new movement. In the last century economies and societies developed through increasing human productivity. In the next century they must develop through increasing the productivity of fuel and natural resources.

The main objective of these updated global guidelines is to offer health-based air quality guideline levels, expressed as long-term or short-term concentrations for six key air pollutants: PM2.5, PM10, ozone, nitrogen dioxide, sulfur dioxide and carbon monoxide. In addition, the guidelines provide interim targets to guide reduction efforts of these pollutants, as well as good practice statements for the management of certain types of PM (i.e., black carbon/elemental carbon, ultrafine particles, particles originating from sand and duststorms). These guidelines are not legally binding standards; however, they provide WHO Member States with an evidence-informed tool, which they can use to inform legislation and policy. Ultimately, the goal of these guidelines is to help reduce levels of air pollutants in order to decrease the enormous health burden resulting from the exposure to air pollution worldwide.

Air pollution has become a growing concern to the public, news media and policy makers in recent years. This study tested the agenda setting effects of reporting air pollution on the issue salience in the public agenda by comparing how air pollution was reported from January 2014 to March 2017 in four cities Tianjin, Hong Kong, Pittsburgh and London. One major English newspaper in the city area was selected to retrieve news reports on the citys air pollution issue. An automated content analysis was conducted using LIWC2015 software. Results discovered the existence of agenda-setting effects in all the four cities. Media salience of air pollution was strongly correlated with the public salience of the issue. Moreover, real-time air quality affected the strength of the agenda setting effects in Tianjin, but not in Hong Kong, Pittsburgh and London. After controlling for the real-time air quality, the agenda-setting effect was not significant for Tianjin. Further, examining the second-level of agenda, this study found that real-time air quality affected the tone of media coverage of the Tianjin air pollution. The worse the air quality, the more negative the coverage would be. Comparing media coverage tone of air pollution of the four cities, the study found that reports on Pittsburghs air pollution had the most positive tone, whereas the London air pollution reporting had the most negative tone. In addition, it was found that for Tianjin and Hong Kong, air pollution coverage was closely related to economic coverage. Finally, the air pollution coverage in Tianjin focused less on the present but more on the past than the other cities. The implications and limitations of the results were discussed.
