Since the September 11 attacks, America is safer, but we are not yet safe. We have done much to degrade al-Qaida and its affiliates and to undercut the perceived legitimacy of terrorism. Our Muslim partners are speaking out against those who seek to use their religion to justify violence and a totalitarian vision of the world. We have significantly expanded our counter terrorism coalition, transforming old adversaries into new and vital partners in the War on Terror. We have liberated more than 50 million Afghans and Iraqis from despotism, terrorism, and oppression, permitting the first free elections in recorded history for either nation. In addition, we have transformed our governmental institutions and framework to wage a generational struggle. There will continue to be challenges ahead, but along with our partners, we will attack terrorism and its ideology, and bring hope and freedom to the people of the world. This is how we will win the War on Terror.

The Committee on Homeland Security is dedicated to ensuring a robust architecture for securing our ports, waterways, harbors, and other maritime environments. As the lead Federal agency for maritime security, it is vital that the U.S. Coast Guard maintain a strong and well-equipped fleet in order to secure our waterways, increase maritime domain awareness, and mitigate the possibility of a small boat-enabled terrorist attack. The Committee will continue to oversee DHS to ensure the efficient and risk-based distribution of Port Security Grants Program funding.Likewise, the Committee will continue its oversight of Customs and Border Protection's (CBP) efforts to ensure the security of the Global Supply Chain through a variety of programs, including trusted shipper networks, cargo screening, and container scanning. The Committee will focus its efforts to ensure that CBP continues to use a risk- and threat-based system for securing the maritime supply chain.

The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.
