This report provides an update on the the progress of the Committee's lagislative scrutiny work as the end of the Parliamentary session approaches. It identifies the bills still under scrutiny - Children and Families Bill, the Marriage (Same Sex Couples) Bill and the Energy Bill, all carried over to the next session - the bills cleared, and the bills the Committee have not been able to scrutinize properly. The Committee makes recommendations as to how obstacles to effective scrutiny can be overcome.

This Command Paper from the Office of the Leader of the House of Commons sets out a process for post-legislative scrutiny by the Government. The main proposal is that after 3 years any law that has been passed will undergo a review by the relevant Government Department and then Parliament to see how effective the law has been. The publication also includes an appendix with a detailed response to the Law Commission's report on Post-legislative scrutiny (Cm. 6945, ISBN 9780101694520).

Scrutiny was first issued quarterly from Cambridge between 1932 and 1953, the principal editor throughout being Dr Leavis. It is now recognized as a formative influence on English intellectual and cultural life worthy to rank with the great reviews of the eighteenth and nineteenth centuries. This reissue is of the 1963 combined set, including a final volume containing an important Retrospect by Dr Leavis and a substantial analytical index. Scrutiny offers an almost complete critical history of English literature from Chaucer to the mid-twentieth century. Medieval literature, Shakespeare, the seventeenth-century poets, Pope, Dryden, Johnson, the great romantics, the Victorians, and nearly all the important modern writers are seriously examined. Many of the articles have become classics, and resulted in revisions of previously accepted views. An important feature of Scrutiny, still of great interest, is the book review section, where many of the important books of the time, and some of the pretentious ones too, were reviewed as they appeared.

Power Beyond Scrutiny uncovers the forces which distort and limit public debate in the media. From the misuse of politician's expenses to recent phone hacking scandals, establishment corruption has never been more in the headlines. Yet amidst the din of scandal, there have been seismic silences. Justin Schlosberg interrogates these silences - why did a plea bargain which allowed Britain's biggest arms company to escape bribery prosecution, go almost entirely unchallenged in television news? Why did journalists routinely endorse the official explanation of how intelligence analyst David Kelly died, while all but ignoring mounting evidence which undermined it? Why, in 2010, did broadcasters offer an unchallenged platform to critics of Wikileaks but not its supporters? These are some of the questions and imbalances that Schlosberg seeks to address as he explains the nature of public debate in the digital age. In doing so he uncovers a range of news blockages that are more than just accidents of a fragmented, chaotic mediascape. They are ultimately ideological forces which ensure that contestability and dissent remain within definable limits.
