The global financial crisis (GFC) has renewed interest in emergency liquidity support (sometimes referred to as “Lender of Last Resort”) provided by central banks to financial institutions and challenged the traditional way of conducting these operations. Despite a vast literature on the topic, central bank approaches and practices vary considerably. In this paper we focus on, for the most part, the provision of idiosyncratic support, approaching it from an operational perspective; highlighting different approaches adopted by central banks; and also identifying some of the issues that arose during the GFC.

Randolph Mason is a brusque New York lawyer who is highly skilled at turning legal loopholes and technicalities to his clients' advantage. He is depicted as an utterly amoral character who advises criminals how to commit wrongdoings without breaking the letter of the law. The best-known of these stories is "The Corpus Delicti", in which Mason's client murders a blackmailing lover and dissolves her dismembered corpse in acid. Despite circumstantial evidence, Mason secures his client's acquittal on the grounds that nobody has been found and there are no eyewitnesses to the woman's death, as required by New York law at the time. Post deflected criticism of such sensational stories by affirming that he was publicly exposing weaknesses in the law that needed to be rectified. Melville Davisson Post (1869-1930) was an American author, born in West Virginia. A Pulitzer Prize–winning author’s “sparkling, smart” tale of an aging writer and his younger wife looking for new life—or a way to end it—in Key West (The New York Times). Every schoolboy in America knows the work of author Wilkie Walker, who won fame and fortune with his accessible nature books. But as he turns seventy, his renown is nearly gone. Now he sits up at night torturing himself with fears that his career was a waste, his talent is gone, and his body destroyed by cancer. His wife, Jenny, twenty-five years younger, can tell only that he is out of sorts. She has no idea her husband is on the verge of giving up on life. When Jenny suggests spending the winter in Key West, Wilkie goes along with it. After all, if you need to plan a fatal “accident,” Florida is a perfectly good place to do so. And when they touch down in the sunshine state, the Walkers find it’s not too late to live life—or end it—however they damn well please. The National Book Award–shortlisted author of Foreign Affairs Affairs, The War Between the Tates, and The Last Resort writes a “sparkling, smart . . . highly volatile” novel (The New York Times). This ebook features an illustrated biography of Alison Lurie including rare images from the author’s collection.

During the COVID-19 pandemic and global financial crisis, governments swiftly served as financiers of last resort through large financial support measures (FSMs) such as loan and guarantee programs and equity injections in firms. This Staff Discussion Note argues that such FSMs prevented bankruptcies and attenuated the recession by increasing firms’ liquidity, reducing risk premiums, and boosting confidence. But FSMs also carry large and long-lasting fiscal costs and risks. The note presents recommendations for managing the legacies of the COVID-19 programs and preparing for future crises. Ideally, FSMs should be assessed and included in budget plans, though a balance needs to be struck between speed and scrutiny.

This book investigates the paradox of rich countries of Western Europe, who have high levels of poverty whilst proclaiming its eradication as one of the primary social and economic goals. It looks at how policies often do not achieve their goals, why countries need mechanisms to reduce wage inequality and why they choose to provide universal benefits instead of systems of selective benefits targeted at the poor. Along with cross-countries comparisons, the volume also presents analysis of the minimum income in France, Portugal, Italy, Finland, Ireland, Belgium, and Greece.

Northerly locations were desperately sought out after more accessible land further south was taken up. Wood identifies the demographic characteristics of the surging population of land-seekers, showing how some aspects echoed those of earlier settlers. The northern settlers of the interwar years grappled with demanding conditions, which required new adaptations. They were supported in their efforts by politicians, bureaucrats, and religious leaders who had less than innocent reasons for endorsing what were questionable settlement experiments in unopened or abandoned areas. The book includes a series of gripping case studies to illustrate both the face of failure and what appear to have been the ingredients for success in marginal areas.

An “intriguing plan” addressing shadow banking, regulation, and the continuing quest for financial stability (Financial Times). Years have passed since the world experienced one of the worst financial crises in history, and while countless experts have analyzed it, many central questions remain unanswered. Should money creation be considered a “public” or “private” activity—or both? What do we mean by, and want from, financial stability? What role should regulation play? How would we design our monetary institutions if we could start from scratch? In The Money Problem, Morgan Ricks addresses these questions and more, offering a practical yet elegant blueprint for a modernized system of money and banking—one that, crucially, can be accomplished through incremental changes to the United States’ current system. He brings a critical, missing dimension to the ongoing debates over financial stability policy, arguing that the issue is primarily one of monetary system design. The Money Problem offers a way to mitigate the risk of catastrophic panic in the future, and it will expand the financial reform conversation in the United States and abroad. “Highly recommended.” —Choice
