Most existing support schemes aim to stimulate the deployment of renewable energy sources in the electricity sector on the basis of the electricity output (MWh) of renewable energy installations. Support is anchored in the electricity commodity market. In contrast to this established approach, Russia intends to promote renewable energy through the capacity market. The idea is to remunerate investors for the installed capacity (MW) of their installations, in particular for the availability of their installations to produce electricity. This article argues that, contrary to the implicit consensus, a capacity-based approach to supporting renewable energy can provide an alternative to the current output-based schemes. Capacity-based schemes limit the incentive that the operators of renewable energy installations currently have under output-based schemes to deliver electricity to the grid even in periods of low demand. These schemes also provide investors with a more predictable income flow. However, to be successful, the regulation of capacity supply - currently designed for flexible power plants - needs to accommodate the specific production patterns of variable renewable energy installations. This paper examines ways to overcome this challenge in Russia and provides more general conclusions on the complex interaction between capacity markets and renewable energy investments.

This chapter reviews the development of the legal framework for renewable energy in Russia and discusses the current state of renewable energy in the country. The Russian support scheme for renewable energy is elaborated in detail for both the wholesale and retail energy markets, and the outcomes of the policy are assessed based on the current state of renewable energy in Russia. Russia has introduced an unusual scheme to promote renewable energy: compensating investments in capacity installed and guaranteeing investors a certain return on their investments. This instrument is known in the literature as a 'capacity-based mechanism' or simply a 'capacity mechanism'. The capacity mechanism also imposes some restrictions and incentives to motivate renewable-energy production and attempts to minimise the cost burden of the subsidies on the taxpayer. Renewable-energy investments in other countries are commonly supported by paying projects for the electricity produced, rather than the installed capacity. The Russian approach has practical relevance from the policymakers' perspective because, in contrast to conventional power plants that can be operated non-stop to produce electricity, many forms of renewable energy are not able to guarantee production on command. Paying for actual electricity production encourages investors to select appropriate sites for renewable energy generation. However, the Russian case demonstrates that renewables can also be supported through installed capacity. In this chapter, we present a short overview of Russian renewable-energy policy, review the academic literature on this topic, and analyse the outcomes of the policy in terms of the current state of renewable energy in Russia, paying particular attention to the effect of the capacity mechanism.

The Russian Federation has set out to increase and diversify its use of renewables, particularly for power generation. Under current plans and policies, renewables would reach nearly 5% of total final energy consumption by 2030. Accelerated deployment, however, could boost Russia's renewable energy share to more than 11% in the same timeframe, according to this REmap working paper from the International Renewable Energy Agency (IRENA)Achieving this potential calls for cumulative investments of USD 300 billion in renewable energy up to 2030, or on average USD 15 billion per year between 2010 and 2030. When externalities related to human health and climate change are taken into account, these investments in renewables could ultimately save up to USD 11 billion per year.Yet certain areas require further attention. These include long-term planning, integration of renewables with existing plans, opening the way for solar PV and wind development, and ensuring reliable and affordable bioenergy supplies.Hydropower - representing about a fifth of Russian power generation capacity - is currently the most prominent renewable source, along with bioenergy for heating in buildings and industry. By end of 2015, total installed renewable power generation capacity reached 53.5 gigawatts (GW) of which 51.5 GW came from hydropower., and the remainder 2 GW from bioenergy, wind, solar PV and geothermal.The country analysis forms part of REmap, IRENA's global roadmap to double renewables in the global energy mix.

Russia has a huge potential for the development of renewable energy sources. Given the necessity to modernize the economy and stimulate innovation, the exploitation of this potential is increasingly recognized as a political priority. Replacing traditional fossil energy sources with renewable energy in the Russian fuel mix will also have a positive impact on European energy security and climate policy. The European partners thus have an interest in stimulating this development. Advocating the lessons learned from the European experience in the field of renewable energy policy could be a way to assist Russia in its efforts to develop adequate regulatory mechanisms to stimulate investments in the renewable energy sector. This contribution argues that this attempt can only be successful if the European and Russian partners “speak the same language” in terms of renewable energy policy. It therefore proposes to compare the support mechanisms developed by the Member States of the EU with the Russian scheme in order to highlight potential misunderstandings in the concepts and instruments used. Moreover, this contribution argues that the EU will only be convincing in its approach towards Russia if it avoids a “normative hegemonic” behavior. The EU should focus on the flaws of its experience rather than presenting its rules as “best practice”. The EU experience learns that regulatory instability is the biggest obstacle to a successful renewable energy policy. The readiness of the Russian authorities to integrate investors' concern of stability in the regulatory framework governing the support scheme will determine Russia's ability to attract private investments in the development of its huge renewable energy potential.
