The potential importance of nonfarm employment for the welfare of rural households has long been recognized, but whether the nonfarm sector offers prospects for improving the welfare of the rural poor remains a contentious issue. We examine distributional and well-being effects of nonfarm employment of rural households in the Himalayas. We account for heterogeneity of nonfarm employment, and estimate a system of structural equations to better understand the causal linkages between nonfarm employment and household well-being. The results confirm that disaggregating nonfarm employment activities matters for understanding the relationship between nonfarm employment and rural welfare. While low-return nonfarm employment is associated with lower income inequality, high-return nonfarm activities have a disequalizing effect on the distribution of household incomes. We also find that the ability to engage in high-return nonfarm activities is associated with higher economic well-being. Poor households, on the other hand, tend to rely on low-return activities that do not contribute to improved well-being.

The Eastern Himalaya region covers a geographical area that spans five nations and has diverse landscapes, a multitude of ethnic groups and a rich variety of flora and fauna. The region is relatively poor in terms of GDP and per capita income; industrialisation and infrastructure is under-developed; climate-induced disasters are frequent; and maternal and infant mortality rates are high. Economic constraints combined with restrictive cultural norms create barriers for women in education, employment and decision-making, thus further entrenching unequal gender relations. This book explores the ways in which gender-sensitive and inclusive policies can be developed to address the basic issues of marginalisation, livelihood, poverty and vulnerability in the Eastern Himalayas. This open access volume is the first comprehensive assessment of the Hindu Kush Himalaya (HKH) region. Mountain food security and nutrition are core issues that can contribute positively to the achievement of the Sustainable Development Goals but paradoxically are often ignored in Zero Hunger and poverty reduction-related agenda. Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The process of rural-urban transformation presents both opportunities and challenges for development. If managed effectively, it can result in growth that benefits everyone; if managed poorly, it can lead to stark welfare disparities and entire regions cut off from the advantages of agglomeration economies. The importance of rural-urban transition has been confirmed by two consecutive World Development Reports: WDR 2008 Agriculture for Development; and WDR 2009 Reshaping Economic Geography. Focusing on Sub-Saharan Africa and South Asia, this book picks up where the WDRs left off, investigating the influence of country conditions and policies on the pace, pattern, and consequences of rural-urban transition and suggesting strategies to ensure that its benefits results in shared improvements in well-being. The book uncovers vast inequalities, whether between two regions of one country, between rural and urban areas, or within cities themselves. The authors find little evidence to suggest that these inequalities will automatically diminish as countries develop: empirical and qualitative analysis suggests that spatial divides are mainly a function of country conditions, policies and institutions. By implication, policymakers must take active steps to ensure that rural-urban transition results in shared growth. Spatially unbiased provision of health and education services is crucial to ensuring that the benefits of transition are shared by all. But connective infrastructure and targeted interventions also emerge as important considerations, even in countries with severely constrained fiscal and administrative capacity. The authors suggest steps for navigating the tricky political economy of land reforms. And they alert readers to potential spillover effects that mean that policies designed for one space can have unintended consequences on another. Policymakers and development experts, as well as anyone concerned with the impact of rural-urban transition on growth and equity, will find this book a thought-provoking and informative read.
