For every weapons system being developed, the U.S. Department of Defense (DOD) must make a critical decision: Should the system go forward to full-scale production? The answer to that question may involve not only tens of billions of dollars but also the nation's security and military capabilities. In the milestone process used by DOD to answer the basic acquisition question, one component near the end of the process is operational testing, to determine if a system meets the requirements for effectiveness and suitability in realistic battlefield settings. Problems discovered at this stage can cause significant production delays and can necessitate costly system redesign. The public law that authorized the National Weather Service (NWS) to modernize its technical systems and restructure its field office organization set the requirements for what has become known as the modernization and associated restructuring demonstration (MARD). The law requires testing of the integrated performance, over a sustained period, of the modernized components and an operational demonstration that no degradation in service will result from the modernization and associated restructuring. In this report, the National Research Council's National Weather Service Modernization Committee reviews the September 1998 draft plan for MARD. The committee drew three conclusions from its review of the plan and offers five recommendations to the NWS.
