Excerpt from Foreign Crops and Markets, Vol. 16: April 23, 1928 Canadian tobacco growers in the sections of Ontario where tobacco growing is a relatively new industry have adhered quite generally to the plan of forcing a tobacco pocl, reports Consul Howard It Withey at London, Ontario, on April 5, 1928. There appears to be a good deal of doubt, how ever, as to whether a general adherence can be secured on the part of the tobacco growers, who had been operating for a long time in those sections Where flue - cured tobacco is being produced. It appears that the fixing of the relation of the 0001 to the existing cooperative company, supported by the old growers, iresents one of the principal difficulties to the bring ing of the proposed pool to a successful fruition; It is reouired that not less than acres of tobacco land, or about 75 per cent of the 1927 acreage, should be under contract to the pool before it can begin operations. Acreages of flue-cured are rigidly allotted, and approved varieties must be used. The growing of flue - cured tobacco in Ontario is a high-investment enterprise. Cash operating costs are large, and weather risks are exceedingly high. Growers particularly fear hail and early frost. The season is so short tobacco plants must be grown in greenhouses and transplanted to the field in late May or early June. Growers like to have enough extra plants in the greenhouses to reset their entire acreage if a late frost does kill their newly set plants.
