The use of participatory approaches was analysed in eight aquaculture case studies from different countries in Asia and one from Africa. The main conclusion was that there are no "absolutes" in manifested in the development process. Participatory approaches proved to be particularly helpful in improving understanding of the role of aquaculture in rural livelihoods and in understanding the attitudes and perceptions of the people involved.

This document provides a summary of the presentations, discussions, conclusions and recommendations of the Food and Agriculture Organization of the United Nations (FAO) Expert Workshop on the Development of the Aquaculture Co-management Guidebook held in Manila, the Philippines from 9 to 11 October 2023. This training workshop aims to improve the entrepreneurial capacity of organized small-scale aquaculture producers to develop a market for their products, integrate their enterprise in the value chain, and participate effectively in the value chain. The main participants were the members of a women’s association called the Binmaley Rural Improvement Club (BRIC). They are farming milkfish, and processing and marketing milkfish-based product forms. The technical sessions had three parts: (1) presentations of the case study, five learning modules, and overview of a national programme on ‘Gender responsive economic actions for the transformation of women’, (2) group exercises on the three selected topics, i.e. generating innovative product ideas, developing a basic business plan for a product, and improving the market for existing products, and (3) discussion on the case study and on the working group results. The programme included a field trip to the existing processing facility of BRIC.

"Throughout the last century, specialisation and intensification were buzz words for farmers in the Western world. However, this approach has not resulted in sustainable development as evidenced by the fact that scientists now need to create technologies to reduce negative impacts. In this book we demonstrate that an alternative exists. Case studies from Bangladesh, Thailand, and Vietnam show that integration and diversification increase both farm productivity and farmers’ incomes. By adopting a participatory approach, farmers and scientists identified a range of technologies that strengthen the positive impacts of integrated aquaculture-agriculture systems for the environment. This book is a collection of refereed papers on a controversial subject in agricultural development. Arguing that sustainability of fish culture in ponds needs a new paradigm - feed the pond to grow fish - two chapters focus on nutrient cycling in such systems. Another chapter makes the case for breeding Nile tilapia for resource poor farmers and presents practical options to avoid the pitfalls that arise from natural tilapia mating in low-input ponds. The book contains chapters on livelihood and development aspects and ends with a general discussion completing the picture of the integrated aquaculture-agriculture systems. Overall it composes a review which addresses one of the key issues of the new century: how to sustainably produce food without compromising environmental integrity."

The workshop on How to leverage the Illuminating Hidden Harvests approach for better small-scale fisheries data explored how the results and methodology of the study Illuminating Hidden Harvests: The contributions of small-scale fisheries to sustainable development study (IHH) can be leveraged to support the improvement of small-scale fisheries data, with a view to inform management and policy. [Author] The IHH is a global initiative of the Food and Agriculture Organization of the United Nations (FAO), Duke University and WorldFish carried out in support of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] The IHH report, published in March 2023, provides new evidence about the benefits, interactions and impacts of small-scale fisheries to inform policy and practice. [Author] This workshop focused on sub-Saharan Africa as a starting point; however, in the future, collaboration and support could extend to other regions. [Author] The workshop concluded that there is considerable value in both the IHH approach and the data already collected that can be capitalized on, at both national and regional levels, taking country priorities into account. [Author] Small-scale fisheries organizations should be further empowered for engagement in relevant policy processes by equipping them with IHH data and information, and partnerships should be sought also outside the fisheries sector. This Workshop was held to generate inputs and guidance to the contents and process of developing an assistance programme for fisheries and aquaculture. The programme's overall goal is to ensure that responsible and sustainable use of fisheries and aquaculture resources make an appreciable contribution to human well-being, food security and poverty alleviation. The workshop stressed the need to include fisheries and aquaculture, especially the small-scale subsectors, into poverty alleviation, food security and disaster risk reduction policies and programmes. These should be informed by a human rights approach to development. The challenges to advance the poverty alleviation and food security agendas are considerable. Concerted efforts and partnerships at different levels and scales are needed and interventions should be firmly anchored in the regional, national and local context. It is vital to build up national and local ownership in accordance with the Paris Declaration and this should be a key requirement for the inception phase and beyond.
