This document is a summary report of the thirty-fifth session of the Executive Committee of the High Commissioner's Programme. In his opening statement, the chairman emphasizes two points. Firstly, there is a new orientation in durable solutions which links refugee aid to local development assistance. Secondly, the area of international protection continues to be of grave concern with regard to prevention of armed attacks on refugee camps and rescue for refugees adrift at sea. General debate then placed great importance on the urgent need to devote more study to root causes of refugee movements and to the search for durable solutions and refugee self-sufficiency. Distress was indicated as to the erosion of the institution of asylum. Instances of refoulement in Africa were cited with regret, and gratitude was expressed towards asylum countries' efforts. Although the "Orderly Departure Programme" was said to be working well, third country resettlement appeared to be the poorest solution to some members. Other topics underlined were ICARA II, South Africa's apartheid policies, and budgetary considerations. General debate is followed by other agenda items discussing traditional refugee and assistance issues, the role of UNHCR, and administrative and financial matters. The report ends with reviews of field affairs, the introduction of additional official languages, and the provisional agenda of the next session. An annex contains the High Commissioner's opening statement before the thirty-fifth session.
