Excerpt from Report of the State Board of Health Upon the Sanitary Condition of Factories, Workshops and Other Establishments Where Persons Are Employed, 1907 The industries reported upon at that time included cutlery grinding, stone cutting and stone polishing, cigar making, boot and shoe making, rag sorting, the rubber industry and the lead industry. Nearly all of these industries were regarded as being among those most dangerous to the health of those working therein, but even here it was found that one at least, and sometimes many establishments in each industry were car ried on with satisfactory regard for the health of the working people. This condition led this Board to recognize that the most efficient and just method of improving the conditions of the working people in each Of these industries would be to require those proprietors who carry on their work with little provision for the health of their employees to make such provision as is made by those who provide the best. This is the most practicable method of bringing about improvement of existing conditions where necessary and of encouraging those employers best dis posed to improve still further the conditions regarding the health of all employed.
