This Workshop was held to generate inputs and guidance to the contents and process of developing an assistance programme for fisheries and aquaculture. The programme's overall goal is to ensure that responsible and sustainable use of fisheries and aquaculture resources make an appreciable contribution to human well-being, food security and poverty alleviation. The workshop stressed the need to include fisheries and aquaculture, especially the small-scale subsectors, into poverty alleviation, food security and disaster risk reduction policies and programmes. These should be informed by a human rights approach to development. The challenges to advance the poverty alleviation and food security agendas are considerable. Concerted efforts and partnerships at different levels and scales are needed and interventions should be firmly anchored in the regional, national and local context. It is vital to build up national and local ownership in accordance with the Paris Declaration and this should be a key requirement for the inception phase and beyond.

This edition of The State of World Fisheries and Aquaculture highlights the vital role of fisheries and aquaculture in both food and nutrition security as well as economic expansion. The sector remains a major supplier of high-quality animal protein and supports the livelihoods and well-being of more than ten percent of the world's population. International trade in fish has reached new peaks as overall production has continued to rise. Yet, as the document underlines, an array of problems--ranging from the need for more effective governance to that of ensuring environmental sustainability--threatens to undermine the sector's valuable contribution to alleviating hunger and reducing poverty. Using the latest available statistics on fisheries and aquaculture, this edition presents a global analysis of the sector's status and trends.

The workshop paid particular attention to increasing awareness and capacity in the region on the Ecosystem Approach to Fisheries (EAF), the International Plan of Action for the conservation and management of Sharks (IPOA-Sharks) and the ongoing work on the Voluntary Guidelines on securing sustainable Small-scale fisheries. The workshop was attended by 11 Caribbean countries and 17 organizations and was co-organized by FAO, the Ministry of Agriculture, Food, Fisheries and Water Resource Management of Barbados, the Centre for Resource Management and Environmental Studies (CERMES) and the Western Central Atlantic Fishery Commission (WECAFC). The Conclusions and Recommendations of the workshop were adopted by the workshop participants and have been endorsed formally for the Wider Caribbean Region by the Fourteenth session of WECAFC, which was held in Panama City, Panama, 6-9 February 2012.--

The workshop agreed that an international instrument on small-scale fisheries and a related programme would be important tools for securing sustainable small-scale fisheries. It recommended that a small-scale fisheries international instrument and assistance programme should be informed by human rights principles and existing instruments relevant to good governance and sustainable development, comprise the ecosystem approach to fisheries (EAF) as a guiding principle for resource management and development, and incorporate Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) as an integral part considering that DRM is a continuum process, before, during and after a disaster.

The workshop recognized the value and worldwide acceptance of the Code of Conduct for Responsible Fisheries and strongly felt that a small-scale fisheries instrument should be closely aligned to the Code. The instrument should build on what already exists and use a similar language to the Code.
