The third and main section of the document discusses ways of increasing the contribution of small-scale fisheries to poverty alleviation and food security through nine main entry points. First, the paper revisits conventional fisheries policies and legislation and makes suggestions on how those can be made more pro-poor. Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The paper then proposes a series of broad pro-poor or pro-small-scale fisheries principles, before discussing in greater detail three of the main management instruments adopted in fisheries: (i) property right approaches; (ii) co-management; and (iii) protected areas. The project “Creating an enabling environment for securing sustainable small-scale fisheries” (GCP/GLO/965/SWE), funded by the Swedish International Development Cooperation Agency (SIDA), supports the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] It does so by, inter alia, improving relevant legal frameworks applicable to small-scale fisheries and reducing marginalization of small-scale fisheries stakeholders in decision-making processes. [Author] The project works with a wide range of stakeholders, ranging from small-scale fishing communities and organizations, to governments, nongovernmental organizations (NGOs) and academia, in both marine and inland waters. The workshop on How to leverage the Illuminating Hidden Harvests approach for better small-scale fisheries data explored how the results and methodology of the study Illuminating Hidden Harvests: The contributions of small-scale fisheries to sustainable development study (IHH) can be leveraged to support the improvement of small-scale fisheries data, with a view to inform management and policy. [Author] The IHH is a global initiative of the Food and Agriculture Organization of the United Nations (FAO), Duke University and WorldFish carried out in support of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] The IHH report, published in March 2023, provides new evidence about the benefits, interactions and impacts of small-scale fisheries to inform policy and practice. [Author] This workshop focused on sub-Saharan Africa as a starting point; however, in the future, collaboration and support could extend to other regions. This publication describes a small international initiative to examine how local communities can undertake the above tasks of democratization with specific reference to the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication. Communities may have been active participants in proposing inputs which were aggregated and shared in the formulation of the guidelines, yet their role in monitoring and evaluating the implementation of the adopted texts is peripheral. At best, they watch implementation undertaken in their name, but as passive observers. A radical change is needed in order to mainstream community participation into the implementation and monitoring of guidelines of the type described above. There is a need to “take back voluntary guidelines to the community”; demystify their contents; assess with the community what indicators will be utilized to evaluate the progress of implementation; and think through with them the nature of tools to be used for this purpose. Basically, the call is for a democratization of the implementation and monitoring of voluntary guidelines, making them by, for and of the community.

This manual aims at providing practical guidance on how to achieve gender-equitable small-scale fisheries in the context of the implementation of the SSF Guidelines. Women play a key role, in particular in post-harvest activities relating to processing, marketing and trade, but their role remains undervalued. Within the broader context of the FAO Blue Growth Initiative, this publication therefore contributes to SP 1 Outcome 101 - Member countries and their development partners make explicit poli tical commitments in the form of policies, investment plans, programmes, legal frameworks and the allocation of necessary resources to eradicate hunger, food insecurity and malnutrition. The target audience for this manual is twofold: (i) policy makers/public administrations working on small-scale fisheries will be informed about ways to ensure gender-sensitive policies, investments and small-scale fisheries sector support, (ii) CSOs/Fisheries organizations will receive guidance on how to active ly support the empowerment of women in small-scale fisheries. However, this publication is also relevant for other audiences who can provide a support function to the to key audiences, namely: academia/research, donors/resource partners, FAO staff.
