The Defense Science Board task force on Test and Evaluation was chartered to conduct a broad review of the entire range of activities relating to test and evaluation (T & E). This included examining new and innovative ways that the T & E community can better support its users and to find better ways to integrate operational test into the overall systems development process. The task force was asked to consider the special problem of "systems of systems" testing. In addition, the task force was to identify and quantify the current and future needs of the Department's T & E capability and resources, and recommend specific and quantified changes to those capabilities and resources. To perform this review the task force examined facilities, processes, policies, contractor testing, government development testing, joint T & E, and operational T & E, both before and after full production and in the continuing evolution of force capability. The focus of the task force examination was on the T & E part of the acquisition process. The task force formed sub-panels to focus on particular subjects related to T & E. These sub-panels studied requirements determination in the T & E process, the developmental testing and operational testing (DT/OT) process, the role of modeling and simulation in T & E, and facility reengineering. The task force also looked at special issues affecting T & E including T & E for Advanced Concept Technology Demonstrations (ACTDs), T & E of Commercial Off the Shelf (COTS) software, T & E of Software, and T & E of Systems of Systems. Each of these sub-panels developed a set of findings and recommendations to improve the T & E process.

A Defense Science Board (DSB) Task Force on Developmental Test and Evaluation (DT&E) was convened in the summer of 2007 to investigate the causal factors for the high percentage of programs entering Initial Operational Test and Evaluation (IOT&E) in recent years which have been evaluated as both not operationally effective and not operationally suitable. The following are the specific issues which the Task Force was asked to assess: Office of the Secretary of Defense (OSD) organization, roles, and responsibilities for Test and Evaluation (T&E) oversight. Compare organization, roles, and responsibilities in both DT&E and Operational Test and Evaluation (OT&E). Recommend changes that may contribute to improved DT&E oversight, and facilitate integrated T Changes required to establish statutory authority for OSD DT&E oversight. Title 10 United States Code (USC) has an OT&E focus, and does not address OSD authority in oversight of DT&E. Recommend changes to Title 10 or other U.S. statutes that may improve OSD authority in DT&E oversight; Many IOT&E failures have been due to lack of operational suitability. Specific problems have been in the materiel readiness sustainment areas of reliability, maintainability, and availability. Recommend improvements in DT&E process to discover suitability problems earlier, and thus improve likelihood of operational suitability in IOT&E. In recent years, there has been a dramatic increase in the number of systems not meeting suitability requirements during IOT&E. Reliability, Availability and Maintainability (RAM) deficiencies comprise the primary shortfall areas.

Globalization-the integration of the political, economic and cultural activities of geographically and/or nationally separated peoples-is not a discernible event or challenge, is not new, but it is accelerating. More importantly, globalization is largely irresistible. Thus, globalization is not a policy option, but a fact to which policymakers must adapt. Globalization has accelerated as a result of many positive factors, the most notable of which include: the collapse of communism and the end of the Cold War; the spread of capitalism and free trade; more rapid and global capital flows and more liberal financial markets; the liberalization of communications; international academic and scientific collaboration; and faster and more efficient forms of transportation.
