Excerpt from Report of the Adjutant General of the State of Maryland: For the Year 1867 Every person liable to Militia duty under the Constitution of this State is hereby required either to join the National Guard, as a volunteer, or to pay to the State the sum of two dollars each year, the payment of which sum shall exempt him for one year from the date of such payment, from Militia duty, subject, however, to a call for the reserve Militia, rend ered necessary as aforesaid, and subject also to his liability to draft as aforesaid, to fill the ranks of the National Guard. Volunteer companies, the members of which reside in differ ent military districts, will, with the approval of the Inspector General, be recognized as forming part of said National Guard, and the several districts to which they belong will be credited with the number of men respectively so fur hished. Excerpt from Report of the Adjutant General of the State of Maryland, 1887 It affords me great satisfaction to state that at the session of the last Legislature these facts and views were urged upon the Committees on Ways and Means and on Militia, by officers representing the various commands, resulting in a recommendation of a liberal and generous appropriation, which met with the hearty approval of both houses and the Executive. At the same time it was earnestly urged that, in place of the old militia law which did not meet the requirements of the service, other important amendments, as suggested, should be enacted. In this view, also, the Legisla ture concurred, and the law, consequently, as it now stands is all that is desired. It is therein provided, amongst other things, that officers and men shall be sworn into the service of the State for a term of three years, and that there shall be held a biennial encamp ment for instruction and discipline.
