Excerpt from Message of the Governor of Maryland, to the General Assembly: Special Session, December, 1861 In conclusion, Gentlemen, I congratulate you, and the people of the State, upon the immunity we have enjoyed from the dreadful evils which have fallen upon some of the other States. While carnage and desolation have stalked through Virginia, Kentucky and Missouri, we here in Maryland have had no battle fields, no wanton destruction of homes, no out rages upon helpless women and children. Excerpt from Report of the Adjutant General of Maryland, 1898 1899 I have the honor to submit herewith the fiscal reports required by law for the years 1898 and 1899; also report of the expenditures of the Military Emergency Fund disbursed by warrants upon the Comptroller of the Treasury, as required by the Act of Assembly of 1898, Chapter 380. A type-written copy of the fiscal report for 1898 was submitted to the Governor in the beginning of the year, and the reporters of the press were given items for publication. As it was de sired that the General Assembly should have information of all matters contained in that report, more particularly the report of expenditures of the Military Emergency Fund authorized by the said Act of 1898, it was determined that the printing of the report should be deferred for a year so as to embrace all in the report to the General Assembly. Excerpt from Message of the Governor of Maryland to the General Assembly: In Extra Session, 1861 Legislature of Maryland. State of Maryland, Executive Chamber, Annapolis, April 25th, 1861. Gentlemen of the Senate and House of Delegates: The extraordinay condition of affairs in Maryland has induced me to exercise the constitutional prerogative vested in the Grovernor to summon the Legislature in special session, in the hope that your wisdom may enable you to devise prompt and effective means to restore peace and safety to our State. I shall detail briefly the startling events which have induced me to summon you together, and which have so suddenly placed us in the state of anarchy, confusion and danger from which I sincerely trust you may be able to extricate us. Believing it to be the design of the Administration to pass over our soil troops for the defence of the City of Washington, and fearing that the passage of such troops would excite our people and provoke collision, I labored earnestly to induce the President to forego his purpose. I waited upon him in person and urged the importance of my request. I subsequently communicated with him and his cabinet by special despatches, entreating an abandonment of their designs. Excerpt from Report of the Adjutant General of the State of Maryland, 1887 It affords me great satisfaction to state that at the session of the last Legislature these facts and views were urged upon the Committees on Ways and Means and on Militia, by officers representing the various commands, resulting in a recommendation of a liberal and generous appropriation, which met with the hearty approval of both houses and the Executive. At the same time it was earnestly urged that, in place of the old militia law which did not meet the requirements of the service, other important amendments, as suggested, should be enacted. In this view, also, the Legisla ture concurred, and the law, consequently, as it now stands is all that is desired. It is therein provided, amongst other things, that officers and men shall be sworn into the service of the State for a term of three years, and that there shall be held a biennial encamp ment for instruction and discipline.
