Excerpt from Remarks on the Conduct and Probable Designs of Russia It is not one of the least of the evils attending this lengthened agitation of the Reform Question, that while it interrupts our domestic industry, checks all commercial speculation, and delays every other plan for improvement; it no less interferes with our foreign policy; and by giving an appearance of instability to the Administration, encourages other governments to presume too much upon our forbearance. A more striking example of this could scarcely be given, than the late iniquitous decree of the Russian Emperor, in which, by abolishing the independence of Poland, he publicly avows his breach of a solemn engagement, to which England and all Europe with himself, were the parties.
