The Government is committed to a plan-led system of land use planning, and local authorities must take account of Regional Planning Guidance (RPG) in the policies and proposals in structure plans. The Guidance will also be relevant in the preparation and review of local plans. The aim of this RPG is to provide a context for plans and policies to achieve the following objectives: to safeguard and enhance the distinctiveness and diversity of the South West's environment; to encourage and maintain a diverse and healthy economy throughout the South West; to secure a sustainable level of growth and distribution of development; to provide a framework for the provision of infrastructure and services so as to ensure an enhanced quality of life; to provide for a safe and efficient transport system to serve the existing and future needs of the South West.
