This book provides the first concise non-technical account of what the main kinds of regional problems are, how they arise, and the kinds of policy which have been used to tackle them in the UK, USA and Western Europe. The book starts with a discussion of why "regional problems" really are situations which call for special action, followed by a short preliminary classification of problem regions (including those in the less developed countries), then on to a more detailed survey of the origins and experience of selected problem regions in the more developed market economies. The authors focus on four broad kinds of problem region; agricultural regions, coal mining regions, old textile regions, and so-called "congested" regions. They conclude with a selective survey of regional policies in these more advanced economies, distinguishing and comparing the main trends and the different national styles.

Regional economic development has attracted the interest of economists, geographers, planners and regional scientists for a long time. And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. For at least the last 50 years, scholars from various disciplines have theorised about the nature of regional economic development, developing a range of models seeking to explain the process of regional economic development, and why it is that regions vary so much in their economic structure and performance and how these aspects of a region can change dramatically over time. Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.

The politics and economics of the United States are wedded in the political economy of the nation state and the nationalist economic policies. This `nationalist paradigm' is, however, showing the following signs of fatigue: the role of the nation state is diminishing as the economy globalizes; US national accounting systems are less effective, technology forces change; trading blocs are emerging; there is less control of exchange rates; regional economies are restructuring; and competitive environments are changing. This paper discusses the robust growth that continues in most Central and Southeastern European economies as well as in Turkey. Accommodative macroeconomic policies, improving financial intermediation, and rising real wages have been behind the region’s mostly consumption-driven rebound, while private investment remained subdued. In the near-term, strong domestic demand is expected to continue supporting growth amid continued low or negative inflation. The Russian economy went through a sharp contraction last year amid plunging oil prices and sanctions. Other CIS countries were hurt by domestic political and financial woes, as well as by weak demand from Russia. In 2016, output contraction is projected to moderate to around 11⁄2 percent from 41⁄4 percent in 2015 as the shocks that hit the CIS economies gradually reverberate less and activity stabilizes. In the baseline, a combination of supportive monetary policy and medium-term fiscal consolidation remains valid for many economies in the region.

Among other things, it concludes that many regional problems strongly reflect perception and behavioural factors as well as purely economic constraints.
