Agriculture provides the livelihood to 60% of the Albanian population. Even though it is still fairly primitive and it will never probably ensure self-sufficiency in major agricultural commodities, it represents a useful shock absorber in the current situation of economic and social unrest. Since it started its transition to a market economy in 1991, Albania has carried out major reforms in the agricultural sector at large, achieving remarkable increases both in output and total factor productivity. However, more needs to be done to reduce rural poverty, stop environmental degradation and increase integration with regional and international economies. The paper provides an overview of the different policy and institutional aspects that will need to be considered for a balanced outcome.

This book presents major challenges and opportunities facing agriculture sectors in the wake of the transition from a planned to market economy. Using Albania as a case study, it examines the shift from communism to free markets and the lasting effects of such change on agricultural production and education. Using primary research sources to give readers an accurate portrayal of the path that lies ahead for many developing countries, the book also looks at the future of agriculture in transitioning economies.

This is the first bibliography that focuses on the legal research conducted on Albanian history of law. It is also a tribute to the generations of researchers to whom we owe the decades-long research and collection of Albanian customary law, on both domestic and foreign legal systems, applicable in Albanian lands during the Roman, Byzantine and the Ottoman occupation, and later, on the transformations that occurred under the independent Albanian state and its different forms of regimes. Each publication included in this book comes with a short summary and directions on how to locate it, making it very practical for readers to find exactly what they need. Although originally it started with the aim of helping researchers of law and jurists, due to the nature of the publications it contains, this book also has valuable resources for researchers of various disciplines: from social anthropologists to philosophers, historians, and even the general public who wants to know more about the evolution of law throughout Albanian territories.

This book details and analyzes an extensive farm survey of Armenian land reform. Zvi Lerman and Astghik Mirzakhanian, two principal contributors to the design of the study, present their invaluable insight into the rapid land reform strategy implemented in Armenia. Unique among the former Soviet Republics, the entire agricultural sector of this country shifted from collective, large-scale, farm enterprises to individual production in 1992. The authors pay special attention to the commercialization of private farms and their access to supply and marketing channels outside the old state-controlled system. Family incomes from farming and off-farm sources are discussed, as well as problems of rural social services and social infrastructure. The authors demonstrate how official statistical measures and record keeping practices in Armenia do not adequately account for this dramatic transition.

The agricultural sector in Russia has considerable untapped productive potential. Given this potential, agriculture could provide a solid foundation for growth and poverty alleviation, particularly in rural areas of Russia. The objectives of this book are to facilitate debate of issues key to agricultural policy, to contribute to a greater understanding of the Russian agricultural sector outside of Russia, and to identify a framework for further collaboration between the Russian government and the World Bank in the rural sector.
