This thesis examines relationship between the US and the BRICs (two of the BRICs in particular, Brazil and China). It sets out to analyze how the existing relationship between the U.S. and Brazil, and similarly the relationship between the U.S. and China is not functioning as well as it could be and how it can be constructed in a way that would be most beneficial for America. It is the argument of this paper, that to date, the U.S. has not been managing its relationship with these BRICs countries as effectively as it could be - a lot more can be done. This topic is important as we live in a mutually interdependent society. Countries on different continents are now dependent on each other for their own economic well being. A well to do neighboring country is mutually beneficial. A thriving economy and domestic tranquility facilitates trade and relations. The current diplomatic and economic relations with China and in particular with Brazil (emphasis on Brazil), are not adequate. In this thesis, I will show that in comparison to our relationship with Europe, the US could be doing more with these two BRIC countries. When comparing the level of the US engagement with Europe to the engagement with China and Brazil, the later lags in similar attention given our Western allies.

The grouping consisting of Brazil, Russia, India and China (BRIC) was initially meant to be nothing more than clever investment jargon referring to the largest and most attractive emerging economies. However, these countries identified with the BRIC concept, and started to meet annually as a group in 2008. At their fourth summit in 2011, they added South Africa to become the BRICS. By then the BRICS had fully morphed from investment jargon to a name for a new economic and political grouping that had the potential to challenge the unipolar hegemony of the United States and its Western allies. This work analyses the extent to which the concept of coexistence explains the individual foreign policies of the BRICS countries. The editors define coexistence as a strategy that promotes the establishment of a rule-based system for co-managing the global order. It recognizes that different states may legitimately pursue their own political and economic interests, but they have to do so within the bounds of a rule-based international system that ensures the peaceful coexistence of states. Is the US really exceptional in terms of its willingness to take universal human rights seriously? According to the rhetoric of American political leaders, the United States has a unique and lasting commitment to human rights principles and to a liberal world order centered on rule of law and human dignity. July 12, 2011-Over the course of a generation, Brazil has emerged as both a driver of growth in South America and as an active force in world politics. A new Council on Foreign Relations (CFR)-sponsored Independent Task Force report asserts "that it is in the interest of the United States to understand Brazil as a complex international actor whose influence on the defining global issues of the day is only likely to increase."Brazil currently ranks as the world's fifth-largest landmass, fifth-largest population, and expects to soon be ranked the fifth largest economy. The report, Global Brazil and U.S.-Brazil Relations, recommends that "U.S. policymakers recognize Brazil's standing as a global actor, treat its emergence as an opportunity for the United States, and work with Brazil to develop complementary policies."The Task Force is chaired by former secretary of energy Samuel W. Bodman and former president of the World Bank James D. Wolfensohn, and directed by CFR Senior Fellow and Director for Latin America Studies, and Director of the Global Brazil Initiative Julia E. Sweig.Recognizing Brazil's global role, the report recommends that the Obama administration now fully endorse the country's bid for a seat as a permanent member of the United Nations Security Council (UNSC). It argues that "a formal endorsement from the United States for Brazil would go far to overcome lingering suspicion within the Brazilian government that the U.S. commitment to a mature relationship between equals is largely rhetorical."Domestically, Brazil's "inclusive growth has translated into a significant reduction of inequality, an expansion of the middle class, and a vibrant economy, all framed within a democratic context." Consequently, Brazil has been able to use its economic bona fides to leverage a stronger position in the international, commercial, and diplomatic arena.The report stresses the importance of regular communication between the presidents of both countries. "Cooperation between the United States and Brazil holds too much promise for miscommunication or inevitable disagreements to stand in the way of potential gains." A mature, working relationship means that "the United States and Brazil can help each other advance mutual interests even without wholesale policy agreements between the two," notes the report.The Task Force further recommends that- the U.S. Congress "include an elimination of the ethanol tariff in any bill regarding reform to the ethanol and biofuel tax credit regime."- the United States "take the first step to waive visa requirements for Brazilians by immediately reviewing Brazil's criteria for participation in the Visa Waiver Program."- the U.S. State Department create an Office for Brazilian Affairs and the National Security Council (NSC) centralize its efforts under a NSC director for Brazil in order to better coordinate the current decentralized U.S. policy.The bipartisan Task Force includes thirty distinguished experts on Brazil who represent a range of perspectives and backgrounds. The report includes a number of additional views by Task Force members, including one that notes, "We believe that a more gradual approach [regarding Brazil's inclusion as a full UNSC member] would likely have more success in navigating the diplomatic complexities presented by U.S. support for Brazil." Another view asserts, "If the United States supports, as the Obama administration has said it does, leadership structures in international institutions that are more reflective of international realities, it must support without qualifications Brazil's candidacy [for the UNSC]."

For the almost 40 years of its existence, ANPOCS has contributed to introducing or consolidating new thematic areas in the academic agenda of debates in the Brazilian social sciences. Commensurate with this history, at the 37th Annual meeting, hosted in guas de Lindoia, So Paulo, in 2013, we organized a large International Symposium, The BRICS and their social, political and cultural challenges on the national and international levels. There were six sessions of debates, gathered under the umbrella of Development and public policies, Social inclusion and social justice, and Emerging powers and transformations in the international system, followed by a final plenary session. Around 30 anthropologists, political scientists, sociologists and researchers in international relations from Brazil, Russia, India, China and South Africa, met over three highly productive days. As might be expected at ANPOCS, the encounter was marked not only by the diversity of countries and disciplines, but also by the theoretical and political diversity of the participants, something already apparent in the composition of the Brazilian coordinators of the Symposium. This book is just one tangible outcome of the papers and dialogues emerging from this encounter. Like the Symposium, the volume is divided into three sections. Looking to address an international readership, it is published in Portuguese and English.

The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage.
