Productive transformation requires seizing the opportunities available and opening new ones in a competitive world. Rethinking Productive Development examines the market failures impeding transformation and the government failures that may make the policy remedies worse than the market illness. To address market failures, the authors propose a simple conceptual framework based on the scope and nature of the policy approach. They then systematically analyze country policies through this lens in key areas such as innovation, new firms, financing, human capital, and internationalization to show the power of this way of thinking. Still, the book warns that policymakers cannot be sure what the right policy interventions are and must set up a process to discover them that calls for public-private collaboration. Recognizing that the risk of capture needs to be checked and that even the best policies will fail without the technical, organizational, and political capacity to implement them, the book concludes with ideas on how to design institutions fostering the right incentives and how to grow public sector capabilities over time.

The management of international organizations is attracting growing attention. Most of this attention is highly critical of both the UN system and International NGOs. Sometimes, this criticism lacks depth or reflects insufficient understanding of these organizations, or is based on narrow, and sometimes biased, internal political concerns of a particular country. International relations theory has insufficiently studied the type of linkages that these organizations provide between international decision-making and Northern fundraising on the one hand, and practical action in the South on the other. As a result, current theory too rarely focuses on the inner functioning of these organizations and is unable to explain the deficiencies and negative outcomes of their work. While the authors identify and describe the pathologies of international organizations in, for example, international diplomacy, fundraising, and implementation, they also stress positive elements, such as their intermediary role. The latter, in particular, could form the basis of more efficient and effective policies, in addition to other recent trends, also described in this volume, that hold hope for a stronger functioning of these organizations in the future. Rethinking Security in Nigeria adopts an alternate conceptual and methodological framework for rethinking national security in Nigeria by using the humanities' multidisciplinary perspective against the backdrop of the hitherto restrictive analysis of the nature of national security. By expounding the largely unexplored cosmological, conceptual, ethical and aesthetic dimensions as key contributors to national survival and social integration, the volume argues systematically for a basic redefinition of the meanings of security, the value of life, government action and social re-engineering in order to create a new system of social order an integration. The authors attempt to extend the boundaries of previous theorizing on security by identifying alternate ethical and aesthetic approaches to national reconciliation and human development in present-day Nigeria, which faces major security challenges requiring the clarification of the basis for developing a just and harmonious society.
