Bringing together a range of contributors from multiple countries, this interdisciplinary volume offers a unique field view of the rule of law and human rights reform in the reconciliation and reconstruction process. The contributors all worked in Bosnia and Herzegovina during the ten years after the Dayton Peace Accords were signed; here they pause to analyze and critique the work they did. The contributors offer insights from within a variety of international organizations, including the Office of the High Representative, the Organization for Security and Cooperation and Europe, and the United Nations. Allowing those who were in the field to identify, discuss and reflect upon the programmes and policies, the collection reveals how the programmes were created, what laws they were pursuant to, and what alternatives were rejected and why. The authors not only assess both the positive and negative aspects and outcomes of their work, but also comment on lessons learned for future post-conflict reconstruction scenarios.
The State of Post-conflict Reconstruction

Naseem Badiey examines the local dynamics of the emerging capital city of Juba, Southern Sudan, during the historically pivotal transition period following the 2005 Comprehensive Peace Agreement (CPA). Focusing on the intersections of land tenure reform and urban development, she challenges the dominant paradigm of 'post-conflict reconstruction' and re-conceptualizes state-building as a social process underpinned by negotiation. Badiey explores local resistance to reconstruction programmes, debates over the interpretation of peace settlements, and competing claims to land and resources not as problems to be solved through interventions but as negotiations of authority which are fundamental to shaping the character of the 'state'. While donors and aid agency officials anticipated clashes between the Government of Sudan and the Sudan People's Liberation Movement (SPLM) following the CPA, they did not foresee internal divisions that impeded reconstruction in Southern Sudan, raising serious questions about the viability of an independent state. In Juba local elites interpreted the CPA in line with their economic and political interests, using claims to land, authority and political power to challenge the SPLM's agenda for urban reconstruction. In revealing how local actors strategically interpreted the framework of land rights in Southern Sudan, the book offers a basis for understanding the challenges that confront the nascent South Sudan's state-builders and their international partners in the future. NASEEM BADIEY is Assistant Professor of International Development and Humanitarian Action at California State University Monterey Bay.

Reconstructing Conservatism?

Why did it take the Conservative Party so long to recover power? After the landslide defeat in 1997, why was it so slow to adapt, reposition itself and rebuild its support? How did the party leadership seek to reconstruct Conservatism and modernise its electoral appeal? Of vital interest to anyone interested in British politics, this highly readable book addresses these questions through a contextualised assessment of Conservative Party politics between 1997 and 2010. It traces debates over strategy amongst the party elite and scrutinises the actions of the leadership. It also considers four particular dilemmas for contemporary Conservatism: European integration; national identity and the ‘English Question’; social liberalism versus social authoritarianism; and the problems posed by a neo-liberal political economy. The book argues that the ideological legacy of Thatcherism played a central role in framing and shaping these intraparty debates, and that an appreciation of this is vital for explaining the nature and limits of the Conservatives’ renewal under Cameron.

Great natural disasters are rare, but their aftermath can change the fortunes of a city or region forever. This book and its companion Policy Focus Report identify lessons from different parts of the world to help communities and government leaders better organize for recovery after future disasters. The authors consider the processes and outcomes of community recovery and reconstruction following major disasters in six countries: China, New Zealand, India, Indonesia, Japan, and the United States. Post-disaster reconstruction offers opportunities to improve construction and design standards, renew infrastructure, create new land use arrangements, reinvent economies, and improve governance. If done well, reconstruction can help break the cycle of disaster-related impacts and losses, and improve the resilience of a city or region.

This title was first published in 2001. A range of views on the challenges of the social, political, legal and psychological reconstruction of bosnian society are presented in this volume. It draws on the knowledge and experiences of scholars and practitioners from Bosnia-Herzegovina and internationally, and presents an analysis of the Bosnian case as an example for the study of other mulit-ethnic societies emerging from war. By combining a theoretical analysis of multi-ethnic societies with practical examples, the book hopes to highlight the complexities and sensitivities of a political system in a multi-ethnic state, especially in a post-war setting.
