Foreman, Chairman and the Members of the Committee on Local Transportation of the City Council of the City of Chicago Plan No. 1, as shown in its developed state on Map No. VII, seems to me to best fulfill these conditions and, if a subway is to be built, I recommend its construction in the steps, or stages, set forth in the report and as shown on Maps I, II, III, IV, V, VI, VII and VIII. Full information regarding foundations, underground utilities, occupancy of sub-sidewalk space, character of soils, and other difficulties which would be encountered in the construction of subways in the present business district, has been compiled, but it has not been thought best to go to the expense of preparing full detailed con struction plans for the various subways discussed until it has been definitely decided by the city just what part of the subway system will first be built. It has, how ever, been necessary to prepare many general and de tailed plans in order to reach the conclusions submitted herewith and in preparing these plans the exhaustive information relating to the above subjects embodied in the report of your committee compiled under the direc tion of City Engineer John Ericson, by the late Thomas T. Johnston and his assistants, several of whom have been retained by me on this work, has been of value and has been freely used.
