First annual review of the Agency which considers both the national and regional impact of all legislation pertaining to the economic regulation of transportation, including changes in prices and levels of service offered to shippers and travellers; changes in structure, performance and employment levels in the transportation industry; the new Agency's record in handling complaints and applications; the effects of competitive line rates on railway companies; and the abandonment of railway lines. In addition, the Minister of Transport requested the Agency to include an examination of criteria that could be used to identify rail networks essential to the economic development of any given region in Canada. It presents an overview of Canada's economic performance for 1988, as well as details on rail, trucking, air, marine (Canadian international liner trade, northern marine resupply, Great Lakes package freight), transportation services for the disabled, safety, and employment.
