The first volume of a series of reports by the U.S. Commission on Civil Rights. It is based on a 3-day factfinding hearing, the sworn testimony of more than 100 witnesses, as well as months of field investigation and research, including subpoenaed data. Although the focus of this report is on civil rights issues affecting the Latino community in Washington, DC, its findings and recommendations, particularly with respect to police misconduct and the lack of bilingual services in critical areas such as health, social services, education, and criminal justice, will likely apply to other localities across the Nation.
