This book is about the ‘how’ of desertification control as opposed to an analysis of the ‘why’ and fills a gap in the desertification-related literature in that it shows what to do in situations ranging from fixing mobile sands to arresting accelerated soil erosion in sloping lands. There are numerous illustrations to show the successful techniques. This compilation demonstrates that desertification and land degradation can be controlled and reversed with existing techniques in such widely varying environments as the Sahel of Africa to Sri Lanka and the Philippines in SE Asia, from mountains in Lesotho to low lands on desert margins in Mongolia. In an effort to develop global environmental policies there is a clear division between developed and developing countries. Developing countries are faced with significant issues such as poverty reduction and economic growth stimulation. These countries may also harbor resentment toward the developed countries as the source of environmental damage. Additionally, environmental problems can impact countries differently. This paper, a cooperative effort by the World Bank Institute and the Development Bank of Japan, seeks to further discussion of the connection between environmental concerns and national development policies. Data for recent years show a turnaround in education: the gross enrollment rate in Sub-Saharan Africa increased from 78 percent in 1998 99 to 84 percent in 2000 01 and to 91 percent in 2002 03, reflecting broad-based growth in access not seen since the 1970s.
