Undoubtedly, the public should demand the possession Of special qualifications in both the executive and the other technical branches Of public health service. Elective and appointive positions should be filled by those who have received special training and have, as evidence Of their special qualifications, degrees or diplomas granted by competent authorities, as in Great Britain, where a diploma Of public health is demanded of all medical health Officers. Bacteriologists, chemists, engineers and other technical men should have Special training in public health work before the responsibilities Of public service are entrusted to them.
