There shall continue to be a State Board of Charities, composed of five members, of whom three shall be men and two shall be women. During the regular scallion oi the General Assembly in 1903, and quadrennially there after, two members shall be appointed by the Governor, with the advice and consent of the Senate, and in like manner, three mem bers shall be appointed during the regular session of the General Assembly in 1905 and quadrennially thereafter. Who shall hold oflice for four years from the first day of July next succeeding their respective appointments.
