This report fulfills a legislative mandate requiring the development of a plan to encourage private land owners to make land available for walk-in access by the public for hunting and fishing. The plan presented is designed primarily as a farmland access program for small game and deer. It includes the results of a multi-state survey of states' hunter access programs.
