A fusion of ecological restoration and sustainable development, restorative redevelopment represents an emerging paradigm for remediating landscapes. The editor suggests solutions targeted for Iraq but that also have resonance in other regions devastated by conflict and natural disasters. He takes a synoptic or cross-system approach to problem solving when repairing large-scale landscapes that have been devastated by conflict or natural disasters such as tsunami-damaged Indonesia and earthquake-ravaged Haiti.

The Japan Fund for Poverty Reduction (JFPR) was established in May 2000 and provides direct grant assistance to the poorest and most vulnerable groups in developing member countries (DMCs) of the Asian Development Bank (ADB) while fostering long-term social and economic development. The grants target poverty reduction initiatives with the direct participation of nongovernment organizations, community groups, and civil society. In 2009, the Government of Japan and ADB expanded the scope of JFPR to include provision of support to DMCs through capacity development, policy and advisory, research and development, and project preparatory technical assistance.

The Office of the Special Project Facilitator (OSPF) is responsible for the Consultation Phase of the Accountability Mechanism of the Asian Development Bank (ADB). OSPF’s core function is to facilitate problem solving concerning ADB-assisted projects and programs using consensus-based methods, seeking agreement among all parties. In 2011, OSPF concluded the consultation process for two complaints, received and processed seven new complaints, and worked jointly with the Office of the Compliance Review Panel to inform stakeholders about the Accountability Mechanism through outreach sessions, both at ADB headquarters and in several countries. OSPF produced two new publications in 2011 and translated the Consultation Primer into the languages of three developing member countries to disseminate information about the complaint process and to promote the use of effective grievance redress mechanisms.
