National research systems face an increasingly competitive environment for ideas, talent and funds, and governments have shifted funds from institutional core funding to project funding, often on a competitive basis, or reward success in raising third-party funds in performance-based funding schemes. It is in this context that 'research excellence initiatives' (REIs) have emerged. This is an instrument designed to encourage outstanding research by providing large-scale, long-term funding to designated research units. They provide funds for research and research-related measures, such as the improvement or extension of physical infrastructure, the recruitment of outstanding researchers from abroad and researcher training. This report presents new evidence on how governments steer and fund public research in higher education and public research institutions through REIs. The report can help inform discussions on future government policy directions by providing information on how REIs work and on the functioning and characteristics of institutions that host centres of excellence. The findings show some of the benefits to be gained through REIs and note some pitfalls to be avoided.

World-class universities, commonly recognized as global research universities or flagship universities, are cornerstone institutions embedded in any academic system and play an important role in developing a nation’s competitiveness in the global knowledge economy. The development of world-class universities is high on the policy agenda of various stakeholders across the globe. In the past few years, an increasing number of nations, regions and higher education institutions in both developed and developing countries have joined the same race for academic excellence and have adopted a range of development strategies and implemented various reforms. From a comparative perspective, How World-Class Universities Affect Global Higher Education intends to provide an in-depth picture of excellence initiatives and relevant policies adopted in various nations and regions, and to reflect opportunities and challenges of developing excellence.

This volume examines the criteria of excellence producing inequalities of gender in the daily working environment and evaluation of academics. Policymakers have increasingly placed emphasis on gender equality as part of a strategy for achieving research excellence, and efforts to reduce gender bias have become mainstream. This book suggests that this goal has remained elusive in practice due to continuing under-representation of women across many academic and scientific fields. Questioning the old structures of male dominance still prevalent in national research policy, the book explores the effects of institutional values and practices on the careers of academics, particularly the academic identities of women and their career developments. It focuses on case studies drawn from Europe while also highlighting the rise of new forms of public management and a neoliberal framing of the value of academic work, that have a much broader global reach. Using participatory research, the book analyses contemporary forms of "gendered excellence" in an intersectional and international perspective. It will be of interest to junior/senior researchers, teachers, and scholars in sociology, education, gender studies, history, political science and science and technology studies.
