This book analyses the founding years of consumer law and consumer policy in Europe. It combines two dimensions: the making of national consumer law and the making of European consumer law, and how both are intertwined. The chapters on Germany, Italy, the Nordic countries and the United Kingdom serve to explain the economic and the political background which led to different legal and policy approaches in the then old Member States from the 1960s onwards. The chapter on Poland adds a different layer, the one of a former socialist country with its own consumer law and how joining the EU affected consumer law at the national level. The making of European consumer law started in the 1970s rather cautiously, but gradually the European Commission took an ever stronger position in promoting not only European consumer law but also in supporting the building of the European Consumer Organisation (BEUC), the umbrella organisation of the national consumer bodies. The book unites the early protagonists who were involved in the making of consumer law in Europe: Guido Alpa, Ludwig Krämer, Ewa Letowska, Hans-W Micklitz, Klaus Tonner, Iain Ramsay, and Thomas Wilhelmsson, supported by the younger generation Aneta Wiewiórowska Domagalska, Mateusz Grochowski, and Koen Docter, who reconstructs the history of BEUC. Niklas Olsen and Thomas Roethe analyse the construction of this policy field from a historical and sociological perspective. This book offers a unique opportunity to understand a legal and political field, that of consumer law and policy, which plays a fundamental role in our contemporary societies.

The marine areas beyond national jurisdiction (ABNJ) comprises 40 percent of the earth’s surface, it covers 64 percent of the surface of the ocean and 95 percent of its volume. The Common Oceans ABNJ Program (2014-2019) was implemented by FAO as a concerted effort to bring various stakeholders to work together to manage and conserve the world’s common oceans. The Program catalysed important transformational changes and practices in governance, and operational aspects of fisheries and their impact on biodiversity. There is encouraging evidence that these are being mainstreamed by key institutional actors and early trends of positive impact point to improvement in fish stocks health and in bycatch mitigation, starting by the quality and quantity of the information available. However, the Program lacked a proper programmatic approach and missed opportunities to foster synergies among projects and capitalize on knowledge management.

The recent controversy over Iran's nuclear programme represents an early and important test for a distinctively European approach to addressing concerns about suspected programmes for the development of weapons of mass destruction. Against this background, the report brings together European and Iranian perspectives on a range of security- and proliferation-related issues that have a bearing on diplomatic efforts to resolve the controversy. The contributors describe the discussions under way between Europe, Iran and the International Atomic Energy Agency aimed at clarifying the scope and nature of Iran's nuclear activities. They examine the development of the European Union's strategy to combat the spread of WMD; Iran's evolving security and defence structures and policies, including Iranian thinking about deterrence-based defence strategies and the requirements for credibly implementing them; and the internal dynamics of security policy decision making in Iran. The report highlights some of the problems and possibilities inherent in the EU's efforts to implement a more targeted, multifunctional strategy to prevent WMD proliferation.
