En este libro se abordan algunos temas que forman parte de la propuesta presentada por la Comisión Económica para América Latina y el Caribe (CEPAL) con el título "La hora de la igualdad: brechas por cerrar, caminos por abrir". En ella se señala que, para avanzar en un crecimiento con mayores niveles de igualdad, es preciso impulsar una decidida aplicación de políticas de convergencia productiva. Dichas políticas se orientan, por un lado, a cerrar la brecha externa y reducir así el rezago relativo en materia de productividad de las economías de la región con respecto a las desarrolladas y, por otro, a la reducción de las brechas internas de productividad que existen entre los sectores productivos y dentro de ellos, así como entre las empresas según su tamaño y entre las distintas regiones de los países. En este contexto, los ensayos que componen este libro exploran las posibilidades, obstáculos y retos de la adopción de un conjunto de políticas orientadas a superar la persistente heterogeneidad de la estructura productiva de las economías de la región y a fortalecer las sinergias entre la convergencia productiva y la inserción social en el mundo laboral. Esta perspectiva analítica profundiza en diferentes materias abordadas en tres grandes temas, tales como las limitaciones que impone la heterogeneidad estructural al desarrollo, la aplicación de políticas públicas que refuercen la interacción de los procesos de convergencia productiva externa y las necesarias transformaciones del mundo del trabajo para responder a las exigencias de la convergencia productiva y asegurar una inserción laboral y social satisfactoria.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
