Commemorating the 25th anniversary of the Telecommunications Policy Research Conference (TPRC), this volume begins with a historical survey of a quarter-century of TPRC meetings as one measure of change in and research about the telecommunications industry. This book contains selected papers from the symposium "Operations Research 2010" which was held from September 1-3, 2010 at the "Universität der Bundeswehr München", Germany. The international conference, which also serves as the annual meeting of the German Operations Research Society (GOR), attracted more than 600 participants from more than thirty countries. The general theme "Mastering Complexity" focusses on a natural component of the globalization process. Financial markets, traffic systems, network topologies and, last but not least, energy resource management, all contain complex behaviour and economic interdependencies which necessitate a scientific solution. Operations Research is one of the key instruments to model, simulate and analyze such systems. In the process of developing optimal solutions, suitable heuristics and efficient procedures are some of the challenges which are discussed in this volume.

The fact that Africa continues to lag behind all regions of the world on every indicator of development is hardly contentious. However, there is fierce debate on why this should be the case, despite national and international efforts to reverse this situation. While this book does not attempt to answer this question per se, it addresses a largely ignored, but important issue, which might provide some insights into the matter. This issue is the link between culture/tradition and socio-economic development in Africa. By weaving a common thread through these concepts, this book breaks new ground in the discourse on development. It highlights the differences between Euro-centric culture, which is rooted in capitalist ideology and Protestant ethic, and traditional African culture, where concepts such as capital accumulation, entrepreneurial attitudes and material wealth are not of top priority. In doing so, it dispels popular myths, stereotypes and distortions, as well as discounting misleading accounts about major aspects of African culture and traditional practices.
