Not illustrated. 1908 edition. Excerpt: ...in a general way with the hope that those who are not familiar with the principles upon which are based some of the ordinary measurements for the location of faults will recognize that these fundamental principles are quite simple and are easily understood. My remarks are based upon the methods of telephone practice, but the application of the principles for the location of crosses and grounds in the circuits of police and fire alarm systems is exactly the same. The extent to which some of the methods to be described are applicable should be brought out in the discussion. I shall confine my remarks to the use of those testing instruments which are based upon the principle of the Wheatstone Bridge, inasmuch as practically all faults can be located by the "loop" methods, which are particular cases of the Wheatstone Bridge. ' While it is possible to easily determine the nature of a fault by simple tests and with a good knowledge of line conditions, an experienced tester can often approximate the distance to a fault, it is always desirable to make an exact location with a testing set, in order that every facility may be afforded in finding and clearing the trouble in the shortest possible time. The voltmeter can be used for some tests, but at their best, they are rough and are not to be recommended except where instruments for the more reliable tests are lacking. Our first consideration will be an explanation of the Wheatstone Bridge. In giving this, however, I wish only to go into the principles, and not enter upon any mathematical demonstration of its laws, as the latter is not necessary for an intelligent understanding of the principles. Some attention to the history of a science often makes it attractive, and in this...

Not illustrated. 1883 edition. Excerpt: ...to be expressed here an interest in this bill, on the part of ship-owners, or agents, men engaged in the foreign trade. They seem to think, as I listen to them, that something has been gained, or is to be gained, by the passage of 'this bill. At all events, these amendments that are suggested, I understand thus far to be agreed upon. Now is it not more sensible after thirteen or fourteen years of discussion upon these questions, without having accomplished anything.practical, without having brought Congress to action, for us now to go to Congress with this bill and advise it of our general approval of such portions of it as we can approve, and to obtain certain amendments if possible, rather than to appoint a committee to go to work and prepare a new bill? ' Mr. HENRY, of New York: I hope the committee will be appointed. I am satisfied that there is not a man on this floor who approves the bill now pending in Congress in the shape in which it now is. Every one seems to fear that amendments to it may kill the bill. If it is so imperfect it had better be killed. Mr. MCRUER, of San Francisco: I hope this bill will not be referred, and I beg leave to say that I think the shipping interests of this country see promise of a certain measure of relief in this bill, with all its imperfections on its head, and that they would much prefer it should pass as it is rather than to have no bill of relief passed at all. Therefore, I hope that the recommendation of Mr. LINCOLN will be adopted, for I can see no good to come from referTing it to a committee. The bill, as it is, is a measure of relief. There is no question about that. I think it is generally 4 conceded, that, although it is imperfect, it can easily be perfected in certain respects. Mr....
