The purpose of the 6th Ocean Thermal Energy Conversion (OTEC)Conference, like that of its predecessors, is to provide opportunities for information exchange and for discussion of the national OTEC program. The latest research and development work, test results, component design information, system integration efforts, and application investigations are presented. Not only the technical aspects but also the business, institutional, legal, environmental, and international aspects of OTEC implementation are to be discussed. This is the first OTEC Conference at which preprints of most of the papers are available to facilitate presentations and discussions, to help attendees choose among the simultaneous sessions, and to provide information on the papers that are missed. As implied by these aims, the preprints are transitory publications. Some of the papers are represented by brief or extended abstracts; none has undergone any formal peer review or editing. Many authors will add more current material in their oral presentations; those whose papers are accepted for the Proceedings probably will make additional refinements after the conference with the benefit of the discussions, the recommendations by reviewers, and additional data. Our goal is to publish the Proceedings in October 1979.These preprint volumes are organized by sessions to complement the final program for the Conference. The papers received by May 15,1979 are included in Volume I. Those that arrived later are in Volume II. The papers and pages are numbered according to session and order within the session as shown in the Table of Contents; e.g., 4A-2/1indicates Session 4A, paper 2, page 1. Since all papers are begun on a right-hand page, you will find some blank pages that may be useful for notes. To those of you attending the Conference, our best wishes for enjoyable and fruitful exchanges of information. We hope you will take an active part in the workshop sessions.
