Its English title, however-the official and literal translation from the French-was, from the English point of view, not happily chosen and led from the outset to a misunderstanding of the scope of the Congress. What, it was naturally asked, are those administrative sciences ? and the Congress itself supplied no answer to the question. A better title would appear to be "The Science of Administration," which, it would be readily understood, must have a number of branches and must be looked at under a number of various aspects.
