Over fifty years ago sociologist T. H. Marshall first opened the modern debate about the evolution of full citizenship in modern nation-states, arguing that it proceeded in three stages: from civil rights, to political rights, and finally to social rights. The shortcomings of this model were clear to feminist scholars. As political theorist Carol Pateman argued, the modern social contract undergirding nation-states was from the start premised on an implicit “sexual contract.” According to Pateman, the birth of modern democracy necessarily resulted in the political erasure of women. Since the 1990s feminist historians have realized that Marshall’s typology failed to describe adequately developments that affected women in France. An examination of the role of women and gender in welfare-state development suggested that social rights rooted in republican notions of womanhood came early and fast for women in France even while political and economic rights would continue to lag behind. While their considerable access to social citizenship privileges shaped their prospects, the absence of women’s formal rights still dominates the conversation. Practiced Citizenship offers a significant rereading of that narrative. Through an analysis of how citizenship was lived, practiced, and deployed by women in France in the modern period, Practiced Citizenship demonstrates how gender normativity and the resulting constraints placed on women nevertheless created opportunities for a renegotiation of the social and sexual contract.

This book examines citizenship as practiced in China today from a variety of angles. Citizenship in China—and elsewhere in the Global South—has often been perceived as either a distorted echo of the ‘real’ democratic version in Europe and North America, or an orientalized ‘other’ that defines what citizenship is not. By contrast, this book sees Chinese citizenship as an aspect of a connected modernity that is still unfolding. The book focuses on three key tensions: a state preference for sedentarism and governing citizens in place vs. growing mobility, sometimes facilitated by the state; a perception that state-building and development requires a strong state vs. ideas and practices of participatory citizenship; and submission of the individual to the ‘collective’ (state, community, village, family, etc.) vs. the rising salience of conceptions of self-development and self-making projects. Examining manifestations of these tensions can contribute to thinking about citizenship beyond China, including the role of the local in forming citizenship orders; how individualization works in the absence of liberal individualism; and how ‘social citizenship’ is increasingly becoming a reward to ‘good citizens’, rather than a mechanism for achieving citizen equality. By 1893, the Supreme Court had officially declared women to be citizens, but most did not have the legal right to vote. In Practicing Citizenship, Kristy Maddux provides a glimpse at an unprecedented alternative act of citizenship by women of the time: their deliberative participation in the Chicago World’s Fair of 1893. Hailing from the United States and abroad, the more than eight hundred women speakers at the World’s Fair included professionals, philanthropists, socialites, and reformers addressing issues such as suffrage, abolition, temperance, prison reform, and education. Maddux examines the planning of the event, the full program of women speakers, and dozens of speeches given in the fair’s daily congresses. In particular, she analyzes the ways in which these women shaped the discourse at the fair and modeled to the world practices of democratic citizenship, including deliberative democracy, racial uplift, organizing, and economic participation. In doing so, Maddux shows how these pioneering women claimed sociopolitical ground despite remaining disenfranchised. This carefully researched study makes significant contributions to the studies of rhetoric, American women’s history, political history, and the history of the World’s Fair itself. Most importantly, it sheds new light on women’s activism in the late nineteenth century; even amidst the suffrage movement, women innovated practices of citizenship beyond the ballot box.

Rewriting Citizenship provides an interdisciplinary approach to antebellum citizenship. Interpreting citizenship, particularly how citizenship intersects with race and gender, is fundamental to understanding the era and directly challenges the idea of Jacksonian Democracy. Susan J. Stanfield uses an analysis of novels, domestic advice, essays, and poetry, as well as more traditional archival sources, to provide an understanding of both the prescriptions for womanhood espoused in print culture and how those prescriptions were interpreted in everyday life. While much has been written about the cultural marker of true womanhood as a gender ideology of white middle-class women, Stanfield reveals how it served an even more significant purpose by defining racial difference and attaching civic purpose to the daily practices of women. Black and white women were actively engaged in redefining citizenship in ways that did not necessarily call for suffrage rights but did claim a relationship to the state. The prominence of true womanhood relied upon a female-focused print culture. The act of publication gave power to the ideology and allowed for a shared identity among white middle-class women and those who sought to emulate them. Stanfield argues that this domestic literature created a national code for womanhood that was racially constructed and infused with civic purpose. By defining women’s household practices as an obligation not only to their husbands but also to the state, women could reimagine themselves as citizens. Through print sources, women publicized their performance of these defined obligations and laid claim to citizenship on their own behalf.
