Media power is a crucial, although often taken for granted, concept. We assume, for example, that the media are 'powerful'; if they were not, why would there be so many controversies over the regulation, control and impact of communicative institutions and processes? Further, we assume that this 'power' is somehow problematic; audiences are often treated as highly susceptible to media influence and too much 'power' in the hands of one organization or individual is seen as risky and potentially dangerous. These concerns have been at the heart of recent controversies involving the relationships between media moguls and political elites, the consequences of phone hacking in the UK, and the emerging influence of social media as vital gatekeepers. Yet it is still not clear what we mean by media power or how effective it is. This book evaluates contrasting definitions of media power and looks at the key sites in which power is negotiated, concentrated and resisted - politically, technologically and economically. An innovative, interdisciplinary perspective on soft power in history, moving beyond the framework of the nation-state Starting in the nineteenth century, as world events became more interconnected than ever, and as public opinion began to weigh on democratic governments, nations employed new communication strategies and propaganda to gain global influence and prestige. Soft power strategies were used by different nation-states, and by supranational and nonstate actors, that wanted to gain influence on the international stage. Soft Power Beyond the Nation takes a distinct approach to the study of soft power in history, moving beyond the framework of the nation-state. The volume editors use "soft power" to refer to the processes through which persuasion, the search for influence and power, and public opinion converge in the international arena. The book is organized on the basis of three central themes: the transnational circulation of knowledge and strategies of public diplomacy across borders, collaboration of intermediary actors of soft power whose interests did not always coincide with those of the state, and the role played by nonnational identities, such as gender and race, in soft power. Soft Power Beyond the Nation enriches the historiographical study of soft power, broadening its temporal and spatial scope and refreshing it with new perspectives on transnationalism, gender, and race. The concept of constituent power plays a major part in modern political and legal theory— in how we think about the political. This book tackles the twofold issue of public authority and public autonomy in the modern conception of the political by analysing the notion of constituent power, its function in the modern political apparatus, and debates about its meaning and function in our own context. Focusing on contemporary debates on constitutionalism "beyond" the state, Geneviève Nootens assesses the prospects for recasting the notion of constituent power in a polycentric setting that challenges state sovereignty as embodying the autonomy of the political. She argues that constituent power belongs with the conceptual apparatus of a theory of government peculiar to a statist way of knowing, and being into, the world, and that it is too much dependent upon the statist framework for it to have critical purchase on the new mappings of public authority.
