The work provides a problem-oriented overview of the basic constitutional and foreign policy decisions that have constituted German democracy; the political field of forces formed by interest groups, citizens' initiatives, parties and mass media; the political institutions at the federal, state and local levels; the social reach and administrative enforcement of political decisions; the political culture including the structure of the political ruling class. This book is the result of a research project carried out for the Committee of the Regions and analyses the 'state of play' of democratic practice at the subnational level in all of the European Member states. Its initial hypothesis was that liberal democracy is closely associated with the rise of the nation state in the 19th century. The nation state, however, has been significantly changing under the impact of various forces including globalization and regionalization, internal reforms of the public administration system such as privatization and deregulation, and the emergence of regions and local authorities as actors in their own rights. these changes pose challenges for the practice of democracy and, in particular, for its expression at the regional and local level. The book deals with the theoretical implications of these changes in terms of the changing nature of the state and new regionalism. However, one of the key findings is that there is no one uniform meaning of democracy across member states and there are variations even within a single state depending on whether the national or subnational levels are considered. Each country chapter gives the historical and philosophical background to the concept of democracy in each country. There is also an exposition of the institutional expression of democracy at the different levels. With regard to the practice of democracy at the subnational level, the role of pressure groups and policy networks is examined as well as the role of political parties. There is a survey of critiques of subnational democracy. Finally, there is a survey of innovative approaches to improving regional and local democracy through a variety of mechanisms and reforms as ways of responding to the challenge and opportunities facing it today

ISBN | : 3658393203 |
In this ground-breaking book, Jörg Radtke offers for the first time within research, a comprehensive insight into the range of organizational structures of community energy projects in Germany and their contribution to the Energiewende. Based on nationwide quantitative survey data and in-depth analyses of selected case studies of solar, wind and geothermal projects, Radtke documents the social structure and motivations of participating citizens. He examines new forms of material participation, community building and co-determination within the mostly volunteer-led community energy projects based on the civic engagement patterns of active “green citizens”. The author identifies a new form of individualistic participation and collective modes of action in line with new types of project-oriented participation between business, politics and civil society within sustainability transformation processes of the early 21st century.

The term of governance and the way it has been used by European institutions have elicited much interest in the academic world. However, the notion and its uses have often been studied only in terms of intellectual development or network analysis. Such researches leave us in the dark on a key question. What meaning does this concept actually hold to the actors involved? To what degree do they have a shared definition of the term? Does “European governance” work as a self-fulfilling prophecy, structuring the space of the EU and the practices of its actors?
