This report uses both quantitative and qualitative data to examine the factors and processes that influence poverty among a nationally representative sample of Canadian women, a community-based sample of married mothers, and a convenience sample of 60 mothers of various marital & employment statuses. The purpose of the study is to identify ways in which income security policies affect mothers differently and to outline life-course trajectories that are most likely to lead to poverty among women. Variables studied include age, educational level, number of children, lone parent status, work & income source variables, partner's work history, and early adversities in life. Findings are used to make a number of policy recommendations related to such matters as family support, family life education, funding of housing, and a national child care system.

The overall objective of this study is to do a comparative analysis of the principles and modalities that are shaping the transformation of social assistance policy in Canada, primarily in Quebec. It also takes a brief look at the experiences of Ontario and New Brunswick. It describes 2 models of government intervention in the conception and implementation of the new contract of social assistance reciprocity between the poor and the State: workfare, as developed in the United States, and insertion, the chosen model in France. The focus of the study is to describe, in relation to these 2 models, the social assistance configuration of rights and duties currently being institutionalized between women and the State within Canada and Quebec.

This is an empirical study of the impacts the trends in the labour force have on single mothers. It provides a review of relevant literature on the changing nature of the labour market, especially the increased reliance on a contingent work force; examines existing policies of particular relevance to sustainable employment; presents a more detailed description of the changing labour market as it applies to single mothers; gives the findings from the qualitative data collected for the study and includes results of interviews with mothers, representatives of women-serving agencies and with government respondents. The final chapter presents conclusions on future policy and programming directions that could contribute to strengthening the precarious socio-economic circumstances of single mothers in Canada.
