The tension between the aim of creating sustainable multilateral region-building dynamics and the need to find more differentiated and flexible forms of cooperation has been ever-present in Euro-Mediterranean relations. Who shapes the European Union's policy towards Latin America? How has this EU policy modified individual member states' relations with the region? This book provides a comparative account of seven member states' bilateral links with Latin America since 1945, in the context of their EU membership and based on the concept of 'Europeanization'. How social media is giving rise to a chaotic new form of politics As people spend increasing proportions of their daily lives using social media, such as Twitter and Facebook, they are being invited to support myriad political causes by sharing, liking, endorsing, or downloading. Chain reactions caused by these tiny acts of participation form a growing part of collective action today, from neighborhood campaigns to global political movements. Political Turbulence reveals that, in fact, most attempts at collective action online do not succeed, but some give rise to huge mobilizations—even revolutions. Drawing on large-scale data generated from the Internet and real-world events, this book shows how mobilizations that succeed are unpredictable, unstable, and often unsustainable. To better understand this unruly new force in the political world, the authors use experiments that test how social media influence citizens deciding whether or not to participate. They show how different personality types react to social influences and identify which types of people are willing to participate at an early stage in a mobilization when there are few supporters or signals of viability. The authors argue that pluralism is the model of democracy that is emerging in the social media age—not the ordered, organized vision of early pluralists, but a chaotic, turbulent form of politics. This volume addresses the importance of images of nations in international relations. One fundamental assumption is that the behavior of states is not the same as that of individuals. States are social systems whose behavior as a rule directly corresponds neither to the motives of their respective leaders nor to those of their populations. However, it is also self-evident that international activities always depend on personal relationships. The studies presented relate to more or less deliberate attempts to induce change in images. The rise and influence of public opinion on Chinese foreign policy reveals a remarkable evolution in authoritarian responses to social turmoil. James Reilly shows how Chinese leaders have responded to popular demands for political participation with a sophisticated strategy of tolerance, responsiveness, persuasion, and repression—a successful approach that helps explain how and why the Communist Party continues to rule China. Through a detailed examination of China's relations with Japan from 1980 to 2010, Reilly reveals the populist origins of a wave of anti-Japanese public mobilization that swept across China in the early 2000s. Popular protests, sensationalist media content, and emotional public opinion combined to impede diplomatic negotiations, interrupt economic cooperation, spur belligerent rhetoric, and reshape public debates. Facing a mounting domestic and diplomatic crisis, Chinese leaders responded with a remarkable reversal, curtailing protests and cooling public anger toward Japan. Far from being a fragile state overwhelmed by popular nationalism, market forces, or information technology, China has emerged as a robust and flexible regime that has adapted to its new environment with remarkable speed and effectiveness.
