Pinal County prepared the Pinal County Multi-Hazard Mitigation Plan to document vulnerability to natural and human-caused hazards, and to develop mitigation strategies to reduce risks. This plan is arranged using the State of Arizona's Model Local Hazard Mitigation Plan, to satisfy federal requirements of the Disaster Mitigation Act of 2000. JE Fuller/Hydrology & Geomorphology, Inc., and Visual Risk Technologies, Inc., were contracted by the Arizona Division of Emergency Management to coordinate planning, prepare documents, and enter data into the Arizona Hazard Mitigation Planning System. The planning process included each incorporated community, the Ak-Chin and Gila River Indian Communities, the Stanfield and Midway Flood Control Districts, and other public and private entities.

Officials of Pinal County and other participating jurisdictions in 2004-2005 prepared the first set of Single Jurisdiction Multi-Hazard Mitigation Plans: an unincorporated county plan and five city/town plans. The 2005 Plans were approved by FEMA, 2005-2006. The Arizona Division of Emergency Management hired JE Fuller/Hydrology & Geomorphology, Inc., to assist with their update. Pinal County convened a multi-jurisdictional team from participating jurisdictions, county departments and organizations, ADEM, local fire districts, and the Pinal County Flood Control Districts. The Planning Team met November 2008 through April 2010 to update the 2005 Plans into a single, consolidated Pinal County Multi-Jurisdictional Hazard Mitigation Plan. The Plan will guide the county and participating jurisdictions toward greater disaster resistance.

Officials of Navajo County, Holbrook, Pinetop-Lakeside, Show Low, Snowflake, Taylor, and Winslow prepared the first set of Single Jurisdiction Multi-Hazard Mitigation Plans (an unincorporated county plan and six city/town plans), to reduce the impacts of natural and human-caused hazards. These 2006 Plans were approved by FEMA in September 2006 and January 2007. The Arizona Division of Emergency Management (ADEM) hired JE Fuller/Hydrology & Geomorphology, Inc., for plan updating. Navajo County reconvened a multi-jurisdictional team of representatives from the jurisdictions, county and local departments and organizations, and ADEM. The Planning Team met from November 2010 to March 2011, to update the 2006 Plans, resulting in the Navajo County Multi-Jurisdictional Hazard Mitigation Plan.
